Little Rock Look Back: Jim Dailey – LR’s 71st Mayor

cityoflr_img_board_dailyOn July 31, 1942, future Little Rock Mayor Dalton James “Jim” Dailey, Jr. was born to Dalton and Ellen Dailey.  After graduating from Little Rock Catholic High School, he attended the University of Arkansas at Fayetteville.  He graduated with a Bachelor of Science degree in Business Administration. He joined his father in the family business, Dailey’s Office Furniture.

In 1974, Dailey was elected to the City of Little Rock Board of Directors.  He served one four-year term. The last two years of that term, he was the Vice Mayor of Little Rock.

Following that term, he remained engaged in civic activities including serving in leadership capacities in community campaigns.  He also served as president of the National Office Products Association – the first Arkansan to do so.  Dailey also served as the founding chair of Leadership Greater Little Rock.

In 1988, Dailey was elected to return to the City Board.  He was reelected in 1992.  Dailey served as Vice Mayor in 1991 and 1992.  In January 1993, he was chosen by his fellow City Directors to serve a two year term as Mayor.  Under his leadership, the Future-Little Rock goal-setting process took place.

Following a voter-approved change to the City structure, the position of Mayor was changed to be elected by the people while maintaining the City Manager form of government.  On January 1, 1995, Jim Dailey was sworn in as the first popularly-elected Mayor of the City of Little Rock in over 38 years.

cityoflr_img_mayor_01Dailey has served on the Board of Directors for the Little Rock Regional Chamber of Commerce, Metroplan, Communities in Schools, Arkansas BioVentures and New Futures for Youth. He was appointed to the National League of Cities Board of Directors and the Municipalities in Transition on Public Finance.

As Mayor, he served as Chair of the Intergovernmental Advisory Committee of the Federal Communications Commission. He was also a member of the United States Conference of Mayor’s Communications Task Force.  He also served as president of the Arkansas Municipal League in 2002 and 2003.

While he was Mayor of Little Rock, he was a strong proponent of the development of the River Market and worked to locate the Clinton Presidential Library in Little Rock.  He also worked to increase public safety support.  He also oversaw the establishment of Central Arkansas Water, the development of downtown headquarters for Acxiom Corporation and Heifer International, and the creation of Prevention, Intervention and Treatment programs.  In addition, he was instrumental in leading the efforts for the 40th anniversary of the integration of Little Rock Central High in 1997.

Mayor Dailey was re-elected in 1998 and 2002.  His fourteen years as Mayor of Little Rock set a longevity record.  Upon his retirement the City’s fitness center was renamed the Jim Dailey Fitness and Aquatic Center.  This was in recognition of his lifelong interest in wellness activities.

Since leaving office, he has continued his civic involvement by serving as a member of the Little Rock Airport Commission which oversees the Bill and Hillary Clinton National Airport. He is also involved in commercial real estate.

Since 1965, he has been married to the former Patti Murphy.  They have four children and six grandchildren.

Little Rock Look Back: Oscar Hammerstein II

OHIIOn July 12, 1895, Oscar Greeley Clendenning Hammerstein, better known as Oscar Hammerstein II was born. He spent his entire professional life working in the theatre.  One of the musicals he wrote was South Pacific, which featured a character from Little Rock.

In the source novel, Tales of the South Pacific, Forbush is from rural Arkansas.  When Hammerstein, Richard Rodgers and Joshua Logan were adapting it for the stage, they moved the character to Little Rock (or “Small Rock” as the French planter Emil De Becque mistakenly refers to it).

Little Rock is referred to throughout the show.  One song, “My Girl Back Home” contained musical references to Arkansas’ capitol city.  That song was cut before South Pacific opened on Broadway.  It was, however, included in the movie version.  It was also reinstated and included in the 2008 Broadway revival.

Mary Martin won a Tony for originating the role of Nellie Forbush on Broadway. One of the actors who succeeded her was Cloris Leachman. Kelli O’Hara received a Tony nomination in 2008 for the Broadway revival.

South Pacific became the second musical to win the Pulitzer Prize for Drama. It also became the first winner of the Pulitzer for Drama to be based on another Pulitzer prize winner — James Michener won the Pulitzer for Tales of the South Pacific.

Hammerstein’s creation of a character from Little Rock caused problems when the show was being performed in late 1957 and for a few years after.  With the 1957 desegregation crisis still fresh in people’s memories, a show about a woman from Little Rock facing her own racial prejudices was sometimes a bit much for audiences. Apparently some audiences would boo when Little Rock was mentioned.  But Rodgers and Hammerstein did not change her hometown.

At the 1999 celebration marking the 50th anniversary of South Pacific opening on Broadway, a proclamation from then-Little Rock Mayor Jim Dailey was read.  It paid tribute to Nellie Forbush as an ambassador (albeit fictional) for Little Rock. The proclamation noted that her optimism, forbearance and ability to change for the better were emblems of Little Rock.  Since these were attributes which Mr. Hammerstein himself exhibited, one suspects he would be pleased.

Hammerstein died in 1960 during the run of The Sound of Music (which like South Pacific starred Mary Martin).

For those wanting to see an Oscar Hammerstein II show on his birthday or during his birth month, South Pacific has just started a run in Benton at the Royal Players.

Little Rock Look Back: Ark Municipal League 2002/2003 President Jim Dailey

It is taking place at the Statehouse Convention Center (which is on the site of the Hotel Marion – location of the first AML meeting). Little Rock Mayor Mark Stodola will be installed as president today. He is the sixth Little Rock official to hold this position.

Today’s feature is on the fifth Little Rock official – Jim Dailey, who was Little Rock’s 71st Mayor.  He served as the 2002/2003 AML President. Not only was he Little Rock’s 71st Mayor, he was the AML’s 71st President.

Jim Dailey was first elected to the City Board of Directors in 1974 and served one term. From January 1977 to December 1978, he was Vice Mayor.  After taking a decade off to focus on the family business (and continue to be involved in civic affairs including serving as founding chair of Leadership Greater Little Rock), he returned to the City Board in January 1989.  In 1991 and 1992, he again served as Vice Mayor. Little Rock Look Back: SOUTH PACIFIC opens on Broadway

southpacific_obcSixty-five years ago today, a fictional Little Rock heroine took the stage of a Broadway megahit when South Pacific opened at the Majestic Theatre on April 7, 1949. It settled in for a run of 1925 performances. Based on the James Michener Pulitzer Prize winning novel Tales of the South Pacific, it featured a book by Oscar Hammerstein II and Joshua Logan, songs by Richard Rodgers and Hammerstein and direction by Logan. It was produced by Rodgers, Hammerstein, Logan and Leland Hayward. Set in the titular islands, it concerned the relationships of sailors, nurses, island natives and other island inhabitants.

The musical starred recent Tony winner Mary Martin as Little Rock native Nellie Forbush, opera star Ezio Pinza, stage veterans Myron McCormick and Juanita Hall, and stage newcomers William Tabbert and Betta St. John. Cloris Leachman was Martin’s understudy and would later succeed her in the part of Little Rock, Arkansas native Nellie Forbush.

Like other Rodgers and Hammerstein musicals, this show tackled tough themes – this one being prejudice. That did not set well with some theatergoers. Indeed, some potential investors did not put money into the show because of its stance. But Rodgers, Hammerstein, Logan and Hayward persisted. Their diligence paid off when the musical received the 1950 Pulitzer Prize in Drama, only the second musical to receive this designation. It is also the only Pulitzer Prize for Drama winner to be based on Pulitzer Prize winning source material. This was the first Rodgers & Hammerstein musical to not feature big dance numbers. In fact, there was no choreographer. The dance steps which existed were created by Martin, who had taught dance in her native Texas as a young mother.

Opening late in the season, South Pacific was named the 1949 New York Drama Critics Circle Best Musical, but was not part of the Tony Awards until 1950. (Though Jo Mielziner, who designed the set for South Pacific received a Tony for his set designs of shows during the 1948-49 season and South Pacific was one of the titles listed.) At the 1950 Tonys, it received six Tony Awards (sometimes listed as eight because Book and Score were not broken separate from Best Musical that year—but some sources incorrectly separate them.) It was named Best Musical, Actor in a Musical (Pinza), Actress in a Musical (Martin), Featured Actor in a Musical (McCormick), Featured Actress in a Musical (Hall), and Director (Logan). This is the only time that all four acting awards in the musical category went to performers in the same production. In fact, the other two acting trophies that year were incorrectly engraved as being from South Pacific out of habit.

Logan’s win was also the first time that the Director Tony went for a musical, since at the time that award was not separated out among plays and musicals. Hall was the first African American to win a Tony Award for Acting. Martin would reunite with Hayward, Rodgers & Hammerstein ten years later for The Sound of Music. Pinza and Tabbert reunited in 1954 for Fanny which would be the final Broadway credit for each gentleman. McCormick stayed with the show the entire run, except for vacations.

In 1999 for the 50th anniversary and in 2008 for the opening of the first Broadway revival remaining cast members from the original production had reunions in New York City. At the 50th anniversary ceremony, a proclamation from Little Rock Mayor Jim Dailey was read declaring it South Pacific day in Little Rock and honoring the show. It is interesting to note that in 1949, there were two heroines on the Broadway stage from Little Rock: Nellie Forbush from South Pacific and Lorelei Lee from Gentlemen Prefer Blondes.

In 2008, Lincoln Center Theatre produced the first revival of South Pacific on Broadway. It opened on April 3, just four days shy of the musical’s 59th anniversary.  The cast was led by Paulo Szot, Kelli O’Hara (as Little Rock girl Nellie Forbush), Matthew Morrison (before “Glee”), Danny Burstein and Loretta Ables Sayre.  The production restored a song which had been written for the original Broadway production that had been dropped. “My Girl Back Home” was featured in the movie version and in this Broadway revival. In it O’Hara and Morrison sang of their hometowns of Little Rock and Philadelphia.  The production was nominated for 11 Tony Awards and won 7: Best Musical Revival, Actor in a Musical (Szot), Director of a Musical (Bartlett Sher), Scenic Design (Michael Yeargan), Costume Design (Catherine Zuber), Lighting Design (Donald Holder) and Sound Design (Scott Lehrer).

Little Rock Look Back: Mayor Charles E. Taylor

Mayor TaylorOn September 15, 1868, future Little Rock Mayor Charles E. Taylor was born in Austin, Mississippi.  After locating to eastern Arkansas, his family moved to Little Rock around 1880.

Taylor graduated from Scott Street High School in Little Rock and proceeded to work for various hardware stores and other businesses.  In 1895 he married Belle Blackwood, with whom he would have four children.

In 1910, Taylor announced his intention to run for Mayor of Little Rock.  Though he had never held elective office, he had been involved in several civic organizations.  Taylor was the main challenger to Alderman John Tuohey.  Seen as a reformer, Taylor initially lost to Tuohey but after an investigation of voter fraud and a subsequent runoff, Taylor was elected Mayor.

Upon taking office in August 1911, Mayor Taylor focused on improving health conditions in the city, upgrading the fire department and enhancing the overall moral tone of the city.

As a progressive of the era, he fought against gambling, drinking and prostitution.  He created a Health Department and enhanced the City Hospital.  His efforts led to a decrease in the death rate in Little Rock.  As Mayor, Taylor introduced motorized vehicles to the Fire Department.  He also led the City Council to establish building and electrical codes.  Mayor Taylor also oversaw the construction of the 1913 Beaux Arts Central Fire Stations (which today serves as the City Hall West Wing).

Under his leadership, the City of Little Rock annexed Pulaski Heights. One of the selling points to Pulaski Heights residents was Mayor Taylor’s ability to provide modern services such as paved streets, water mains, fire hydrants and street lights.

Though neither his 1911 Parks Master Plan nor his dreams for a civic auditorium came to fruition, they paved the way for future successes in both of those areas.

Funding for projects continued to be a problem throughout Mayor Taylor’s four terms in office.  He believed that one obstacle to city funding was the prohibition by the state constitution against cities issuing bonds.  Though that ban has since been lifted, Taylor tried three times unsuccessfully to get it changed while he was Mayor.

In April 1919, Taylor left office after having served eight years.  He was the longest serving Mayor of Little Rock until Jim Dailey served in the 1990s and 2000s.  Following several business ventures, Taylor moved to Pine Bluff and led their chamber of commerce from 1923 through 1930.

Mayor Charles E. Taylor died in Pine Bluff in 1932. He was buried at Oakland Cemetery in Little Rock.

During his time in office, Mayor Taylor was presented with an unofficial flag of Little Rock by a group of citizens.  During Mayor Dailey’s tenure, that flag was restored by some private citizens and presented to the City.  It is framed on the 2nd Floor of Little Rock City Hall.
