Early voting now through Feb 8 for Arts+History in Little Rock

 

Feb9electionlogoEarly voting started yesterday for the February 9 special election for Arts + History in Little Rock.

By voting FOR on Tuesday, February 9th Little Rock residents can expand and enhance our Arkansas Arts Center, MacArthur Museum of Arkansas Military History, and MacArthur Park. Your vote FOR on February 9th will upgrade facilities and public spaces to ensure the Arkansas Arts Center keeps its accreditation by issuing a bond backed by an existing hotel tax on out of town visitors.

Early voting takes place at the Pulaski County Election Commission headquarters at 501 West Markham (across from City Hall) from 8:00am to 5:00pm through February 8 (no weekend early voting).

On Election Day (February 9), regular polling sites will be open from 7:30am to 7:30pm.

  • Your for vote will keep the Arkansas Arts Center in Little Rock accredited, with updates to aging facilities over 50 years old, bringing in more world-class exhibitions and educational opportunities.
  • Your for vote will help expand and enhance the Arkansas Arts Center and improve the MacArthur Museum of Arkansas Military History by providing much needed help to aging facilities and addressing landscaping needs in MacArthur Park.
  • Your for vote will spur community involvement by increasing educational opportunities, attracting more world class exhibits, expanding art classes and renovating the Children’s Theatre.
  • Your for vote will establish a public/private partnership between public funding and private donations that ensures our city can expand and enhance the Arkansas Arts Center, MacArthur Museum of Arkansas Military History and MacArthur Park.

In legalese: An issue of bonds of the City of Little Rock, Arkansas in one or more series in the maximum aggregate principal amount of Thirty-Seven Million, Five Hundred Thousand Dollars ($37,500,000.00) for the purpose of financing a portion of the costs of improvements to MacArthur Park, including particularly, without limitation, renovations and additions to, and furnishings and equipment for, the Arkansas Arts Center and renovations and equipment for the MacArthur Museum of Arkansas Military History, including any necessary parking, landscaping, signage, drainage, lighting, road and utility improvements in MacArthur Park. The bonds will be payable from and secured by a pledge of the collections of the taxes levied by the City at an aggregate rate of 2% upon the gross receipts or gross proceeds derived and received from the renting, leasing or otherwise furnishing of hotel, motel, bed and breakfast or short-term condominium or apartment rental accommodations for sleeping for profit in the City, pursuant to Ordinance Nos. 21,140 and 21,141 adopted December 1, 2015. The proceeds of the bonds will also be used to provide a debt service reserve and pay costs of issuing the bonds.

 

Black History Month Spotlight – Mosaic Templars Cultural Center

The new Arkansas Civil Rights History Audio Tour was launched in November 2015. Produced by the City of Little Rock and the University of Arkansas at Little Rock allows the many places and stories of the City’s Civil Rights history to come to life an interactive tour.  This month, during Black History Month, the Culture Vulture looks at some of the stops on this tour which focus on African American history.

The Mosaic Templars Cultural Center and Museum collects, preserves, interprets and celebrates Arkansas’s unique African American political, economic, and social achievement from 1865 to 1950. The Center resides in the footprint of the original Mosaic Templars of America National Headquarters and Annex Buildings.

The permanent museum exhibits depict historic West Ninth Street as a thriving commercial and social hub, focusing on the black entrepreneurship, Templars organization, and the legacy of black legislators. Between 1868 and 1893, eighty-five African Americans served in the Arkansas General Assembly. The majority served in the House, with nine in the Senate. Election laws passed in 1891, together with a poll tax in 1832, ended the election of African Americans to the legislature. No black person served again until the General Assembly in 1973.

In addition to community educational programs, the Center offers a genealogy research room, an art collection created by local talent, and a well-stocked store. The Center’s third floor features a replica of the original Headquarters Building auditorium and the Arkansas Black Hall of Fame galleries.

The Center is a museum of the Department of Arkansas Heritage and admission is free.

The app, funded by a generous grant from the Arkansas Humanities Council, was a collaboration among UALR’s Institute on Race and Ethnicity, the City of Little Rock, the Mayor’s Tourism Commission, and KUAR, UALR’s public radio station, with assistance from the Little Rock Convention and Visitors Bureau.

The Mosaic Templars of America was formed as a business in the late 1870s by Arkansas freedmen John E. Bush and Chester W. Keatts to provide insurance and other services to black people, and was incorporated as a fraternal organization in 1882. The Mosaic Templars name was derived from the biblical Moses who led his people out of bondage and relates to black America’s journey out of slavery.

By the 1920s the Templars’ organization extended to 26 states and six Caribbean nations. At the time, as one of the largest black-owned business enterprises in the world, Templars’ holdings included the original insurance company, a building and loan association, a publishing company, a business college, a nursing school and a hospital. For more than 40 years, the Templars Headquarters Building and the adjoining Annex and State Temple buildings on Broadway anchored the city’s black business district on West Ninth Street. Like many businesses, black and white, the Templars did not survive the era of the Great Depression.

Though the original Headquarters building burned in 2005, the Mosaic Templars Cultural Center is modeled on the original design. Exhibits highlight black business and self-achievement from Reconstruction to the 1950s in Arkansas and the nation.

National Park Service Director, Local Leaders to Speak at Black History Month Town Hall Meeting

Feb 2 NPS eventLittle Rock Central High School National Historic Site in partnership with Little Rock Convention & Visitors Bureau, Mosaic Templars Cultural Center and the City of Little Rock, invite the public to join them for a Black History Month Town Hall Meeting entitled Arkansas’s Past-N-Motion to be held at Mosaic Templars Cultural Center at 5:30pm on February 2, 2016.

National Park Service Agency Director Jonathan Jarvis will serve as the guest speaker, and will discuss the National Parks Centennial Celebration, his tour to several of our nation’s civil rights-related historic sites and parks, and the importance of the National Park Service’s role in preserving and sharing our country’s history for future generations.  After his remarks, a panel discussion with local individuals will discuss several local institutions, and their roles and recent initiatives in preserving and sharing our city’s African American history, and its unique place in our nation’s civil rights movement.  This discussion will feature State Senator Joyce Elliott as moderator, and feature local panelists: Constance Sarto, Member, Mayor’s Tourism Commission; Dr. John Kirk – Director, UALR Institute on Race and Ethnicity; and Charles Stewart, Chairman, Arkansas Black Hall of Fame.

This Town Hall Meeting will highlight the resources of Civil Right institutions both from a national and local perspective, and the role of the National Park Service as the nation’s storyteller as it prepares to embark upon its Centennial 100th Birthday celebration on August 25, 2016.

During Director Jarvis’ time in Arkansas, he plans to visit Little Rock Central High School National Historic Site, engage Youth Leadership Academy members from Central High School as well as elementary students around the new White House youth initiative to get all 4th graders and their families to experience the places that are home to our country’s natural treasures, rich history, and vibrant culture FREE OF CHARGE! His visit to Arkansas will mark the start of Director Jarvis’ month-long endeavor to promote Civil Rights Sites during Black History Month.

They have also created the hashtag #ARPastNMotion to encourage local community groups to share information regarding any upcoming events relating to Black History Month.

As early as the 1840s and reaching 1880, the businesses of both black and white races existed in what is now known as Downtown Little Rock. In the last years of the 1800s, a prolific business broker and social center for African Americans dominated West Ninth Street.

In 1898, D. B. Gaines, a local black doctor who also served as pastor of the Mt. Pleasant Baptist Church, wrote a book called Racial Possibilities as Indicated by the Negroes of Arkansas. The last chapter, “Colored Business Directory of Little Rock,” documents the existence of a vibrant commercial center with almost twenty churches and hundreds of dealers of black people.

The black district was home to doctors, dentists, lawyers and entrepreneurs such as restaurant owners, newspaper editors, pharmacists, barbers, tailors, and merchants.

This city within a city, met the needs of the black community since the early 1880 to the 1950s. West Ninth Street saw its peak between 1870 and 1950. Since the 1960s, a number of factors including desegregation, urbanization, urban renewal and the construction of I-630 caused its decline.

15 Highlights of 2015 – Robinson Center Renovation Tops Out

LRCV 1The Little Rock Convention & Visitors Bureau (LRCVB), members of the Little Rock Advertising and Promotion Commission (LRA&P), local officials, and members of the design and construction teams hosted a topping out ceremony July 1, 2015 at 10:00 AM for the Robinson Center’s new conference facility, signifying a one–‐year milestone in the 28–‐month, $70 million renovation and expansion project.

Following a press conference and ceremonial beam signing held on the western side of the Robinson Center, local media and special guests were given tours of the magnificent ballroom platform and conference center located on Robinson’s north side. This new addition not only provides some of the most dramatic enhancements of the project, but will also provide groups with spectacular views of the Arkansas River and the city’s illuminated bridges.

Along with additional meeting and pre–‐function space situated above its ballroom, the new conference center will also provide a new connection to the DoubleTree Hotel, with an adjoining lobby and additional pre–‐function space.

Robinson Center will reopen in November 2016.  The Arkansas Symphony Orchestra will return its Masterworks and Pops series to Robinson. Ballet Arkansas will perform The Nutcracker there in December 2016.  Celebrity Attractions will bring Broadway back to Robinson (on Broadway, no less) next season as well.  They have already announced The Phantom of the Opera for March 2017.

Little Rock Look Back: Little Rock votes to Restore Robinson

On Tuesday, Dec. 10, 2013, voters of Little Rock overwhelmingly chose to renovate the historic Joseph Taylor Robinson Memorial Auditorium.

By a vote of 5,183 For and 1,800 Against, Little Rock citizens approved a plan to use a portion of the city’s existing 2 percent restaurant and hotel tax to repay bonds for a renovation of Robinson Center.  The campaign was chaired by businessman Charles Stewart, restaurateur Capi Peck and former LR Mayor Jim Dailey.

Robinson has long been a landmark in central Arkansas. Construction of the Joseph T. Robinson Memorial Auditorium began in 1938 (after a December 1937 groundbreaking under a deadline) and officially opened February 1940. The structure was a PWA (Public Works Administration) project, and is an excellent example of the Art Deco style architecture of the time. The building was added to the National Register of Historic Places in 2007.

The facility is owned by the City of Little Rock and managed by the Little Rock Convention & Visitors Bureau.

The 1940 structure suffered from a wide array of deficiencies, including stage loading and unloading, stage size, acoustical insufficiency, dressing room access and inadequate wing space within the performance hall. Also, structural, mechanical and electrical issues, public circulation and outdated conference center spaces existed within the facility.

Knowing the center is in need of major upgrades if the facility is to continue to serve central Arkansas into the future, the Little Rock Advertising and Promotion Commission (LRA&P) empanelled a Robinson Center Concept Team in October 2011. The group was tasked with evaluating all aspects of the existing facility, researching user needs, proposing conceptual solutions and estimating the cost and construction schedule of the proposed additions and renovations. The concept team was led by Mike Steelman of SCM Architects, PLLC, and included representatives from WD&D Architects, Shuler Shook Theatre Planners, Jaffe-Holden Acoustical Consultants, TME Inc. Mechanical and Electrical Engineers, ECI Inc. Structural Engineers, McClelland Consulting Engineers Inc. Civil Engineers, East Harding Construction, HVS Consulting and Hunt Construction Group.

Additionally, stakeholder and tenant organizations representing the Arkansas Symphony Orchestra, Celebrity Attractions of Tulsa, Oklahoma and the Double Tree Hotel participated in the planning. The concept team findings were presented publicly on June 5, 2012.

On January 17, 2013 the LRA&P announced the selection of Polk Stanley Wilcox Architects, partnered with Ennead Architects, as the architectural and design team for the future renovations. On March 28, 2013 CDI Contractors LLC, partnered with Hunt Construction Group, were selected by LRA&P as the general contractors and construction managers.

On September 23, 2013 the final schematic renderings and cost estimates were presented publicly. The schematic plans depict major interior upgrades within the performance hall including additional volume to create a two-balcony setup, increased lobby space, acoustical improvements, theatrical upgrades, loading dock expansion, a larger stage area, and new dressing room facilities. Additionally, an enhanced modern ballroom and small conference center was unveiled. New technology, mechanical systems, and outdoor plaza spaces were included in the presentation.

Construction would begin on July 1, 2014, with a completion scheduled for November 2016.
