LR Cultural Touchstone: Louise Loughborough

louise_loughborough_fLouise Loughborough could be called the mother of historic preservation and history museums in Arkansas.

Born Louisa Watkins Wright in Little Rock 1881, her ancestors included many early Arkansas leaders. At age 21 she married attorney J. Fairfax Loughborough.  She became active in several organizations including the Little Rock Garden Club, Colonial Dames and Mount Vernon Ladies Association.

Her involvement in historic structures in Little Rock began when the Little Rock Garden Club sought to improve the appearance of the War Memorial Building (now known as the Old State House Museum) in 1928. The grounds were littered with signs and monuments, and the roof of the Greek Revival building sported figurative statues of Law, Justice, and Mercy, which had been installed above the pediment after being salvaged from the Arkansas exhibit at the Philadelphia Centennial of 1876. To take the façade of the edifice back to its original 1830s appearance, Loughborough had the statues removed—without the permission of the War Memorial Commission, which had legal authority over the building.

In 1935, Loughborough was appointed to the Little Rock Planning Commission, and it was in this role that she first heard about the plan to condemn the half-block of houses that she had grown up admiring on Cumberland and East Third streets. Although the neighborhood had fallen on hard times, becoming a red-light district and slum, Loughborough feared the loss of several historic structures, including the Hinderliter House, the oldest building in Little Rock and thought to be Arkansas’s last territorial capitol. She mobilized a group of civic leaders to save these buildings. She enlisted the aid of prominent architect Max Mayer and coined the term “town of three capitols” to try to capture the imagination of potential supporters, grouping the “Territorial Capitol” with the Old State House and the State Capitol.

In 1938, Loughborough secured a commitment from Floyd Sharp of the federal WPA to help with the project, on the condition that the houses be owned by a governmental entity. She persuaded the Arkansas General Assembly to create and support, with general revenues, the Arkansas Territorial Capitol Restoration Commission (Act 388 of 1939). This satisfied Sharp’s condition, and the WPA provided labor and material for the new historic house museum. A private fundraising campaign brought in the remaining monetary support necessary for the completion of the project.

The Arkansas Territorial Restoration opened on July 19, 1941. The project was the first Arkansas agency committed to both the restoration of structures and the interpretation of their history, and it served as a model and inspiration for historic preservation in the state. Around the same time, she was a moving force behind the creation of a museum at the Old State House as well.  Today both Historic Arkansas Museum (as the Territorial Restoration is now known) and the Old State House Museum are agencies of the Department of Arkansas Heritage.

As founding Chairman of the Arkansas Territorial Restoration Commission, Louise Loughborough provided daily direction for the museum house complex through the first twenty years of its existence, yielding her authority to architect Edwin B. Cromwell only as her health began to fail. She died in Little Rock on December 10, 1962 and was buried at Mount Holly Cemetery.

See SPOKES at Old State House as Car-Free Week Concludes in Little Rock

spokes-small-wideA good way to mark the conclusion of the Mayor’s Car-Free Challenge Week is to visit the exhibit Different Spokes at the Old State House Museum. The exhibit looks at the history of bicycling and places cycling in Arkansas within a worldwide historical context. Visitors will be able to view galleries of artifacts, historical pictures and video to learn the history of bicycles.

As cities and towns begin dedicated services and trails for cyclists, it’s important to note that the enthusiasm for bikes in Arkansas has roots that go back over 100 years,” said Old State House Museum Director Bill Gatewood. “The interest at the turn of the 20th century in bicycles was very similar to the one that we are seeing at the turn of the 21st century.”While the exhibit mainly explores the technological advances of cycling in the past 130 years, Different Spokes also tells the story of competition, economics, and social life. The history of trail systems, cycling communities and history in Arkansas is explored in videos produced by the Old State House Museum. From an 1880 wooden bicycle built from white oak and agricultural implements to the world’s first carbon-fiber bicycles made by Brent Trimble of Berryville, Different Spokes contains artifacts that show this history from past to present. Gatewood says the Museum relied on contributions from the cycling community to present this story. The exhibit will remain on view to February 2016.

“I have not participated in any other exhibit that has had this kind of immediate response from the community,” Gatewood said. “The passion these people have for their pursuit is overwhelming, and I believe it will be reflected well in this exhibit.”

The Old State  House Museum is a division of the Department of Arkansas Heritage.

LR Cultural Touchstone: Ellen Turner Carpenter

Mrs CarpenterEllen Turner Carpenter was born on July 30, 1916 on West Ninth Street.  At the time of her death at the age of 93, her life had come full circle.

As a young girl, she was an active participant in the thriving African American life along west Ninth Street in downtown Little Rock. She attended many events at the Mosaic Templars Hall which sat at Ninth and Broadway.

A longtime Little Rock educator, she became the moving force behind preserving the Mosaic Templars building in the 1980s.   In 1992, she became president of the Mosaic Templars Building Preservation Society, which worked to preserve the Mosaic Templars building in Little Rock to create a museum for black history in Arkansas. Mrs. Carpenter served as president of the society until her death.

In the 1990s, the City of Little Rock purchased the building to keep it stable while the Preservation Society sought to raise the funds.  Due to lobbying efforts led by Mrs. Carpenter, the State of Arkansas purchased the building from the City with the intention of turning it into a museum under the auspices of the Department of Arkansas Heritage.  At a ceremony in 2003, Vice Mayor Willie Hinton handed the keys of the building to Governor Mike Huckabee with Mrs. Carpenter nearby beaming.  Governor Huckabee appointed her to the state advisory committee for this new museum.  She would serve as chair of that committee.

On March 16, 2005, tragedy struck.  The building burned to the ground.  That afternoon at a press conference at the State Capitol, leaders expressed their resolve that the project would move forward with a new building following the original design.  One of the speakers that afternoon was Mrs. Carpenter. She started out in her usual quiet voice. But as she recalled her youth spent at the Mosaic Templar’s building, the years melted away. She demonstrated some of the step dancing she had done as a teenager.

On September 20, 2008, she presided over the grand opening of the new Mosaic Templars Cultural Center. It was the culmination of 15 years of official work and many more years of dreaming.  At the ceremonies, she declared “We made it!” “We made it! We made it!”

Mrs. Carpenter remained an active supporter of the MTCC until her death on July 27, 2010, just three days shy of her 94th birthday.

Throughout her life she wore many hats (including numerous ones to church on Sunday). She was an educator, neighborhood organizer, and public servant. Everyone who met her was positively impacted by her.  Due to her vision and endurance, thousands each year are still positively impacted by her when they visit the Mosaic Templars Cultural Center.  Fittingly, the conference room at MTCC is named in her memory.

 

Arkansas Arts Council to honor 9 Individual Artist Fellowship recipients tonight

Arkansas_Arts_Council_logo_2Tonight, the Arkansas Arts Council honors the nine recipients of its 2014 Individual Artist Fellowship awards. The artists will be recognized at a reception, co-sponsored by Historic Arkansas Museum, from 5:00-8 p.m. at the museum on 200 E. Third St. in Little Rock. The reception is free and open to the public. Seating is limited; reservations are required. For reservations, call (501) 324-9766.

Fellowships are awarded annually in the amount of $4,000 each to Arkansas artists in recognition of their individual artistic abilities. These fellowships enable artists to set aside time for creating their art and improving their skills. Three artistic disciplines are selected each year as categories for the awards.

The three categories for this year are Literary Arts: Short Story Writing; Performing Arts: Directing of Theater Productions; and Visual Arts: Works on Paper.

The following recipients were selected by a jury of professional artists, writers, performers and art administrators:

The Arkansas Arts Council advances the arts in Arkansas by providing services and grants-in-aid supporting arts endeavors that encourage and assist literary, performing and visual artists in achieving standards of professional excellence. In addition, the Arkansas Arts Council provides technical and financial assistance to Arkansas arts organizations and other providers of cultural and educational programs.

The Arkansas Arts Council was established in 1966 to enable the state of Arkansas to receive funds from the National Endowment for the Arts. In 1971, Act 359 (A.C.A. § 13-8-101 et seq.) gave independent agency status to the Arts Council, with an executive director and a 17-member council appointed by the governor. In 1975, the Arts Council became an agency of the Department of Arkansas Heritage.

The Arkansas Arts Council is an agency of the Department of Arkansas Heritage and shares the goals of all seven Department of Arkansas Heritage agencies, that of preserving and enhancing the heritage of the state of Arkansas. The agencies are: Arkansas Historic Preservation Program, Arkansas Natural Heritage Commission, Delta Cultural Center in Helena, Historic Arkansas Museum, Mosaic Templars Cultural Center and the Old State House Museum. Funding for the Arkansas Arts Council and its programs is provided by the State of Arkansas and the National Endowment for the Arts.

LR Cultural Touchstone: Kay Kelley Arnold

Little Rock’s rich cultural history has been influenced by many outstanding men and women.  This October, during Arts & Humanities Month 2014, the Culture Vulture is looking at 31 outstanding women who have shaped cultural life in Little Rock…and beyond.

Kay Kelley Arnold.  While attending law school, she worked at the Arkansas Arts Council.  As she relayed to Soiree, she helped artists who taught in schools. Through that job, she met many creative people “and developed a love of all types of artistic expression.”  During Bill Clinton’s first term in office as Governor, she was on his staff. In that capacity, she served as his liaison to what is now known as the Department of Arkansas Heritage.  When he left office in January 1981, so did she.

In 1986, Governor Clinton tapped Arnold to lead the Department of Arkansas Heritage.  In addition to supervising six cultural departments, she stepped into the job as plans were being made for Arkansas’ Sesquicentennial. She also oversaw those efforts which were heavily tilted toward artistic and historic events.

During the 1987 Arkansas General Assembly, Arnold led the successful effort for the legislators to approve a real estate transfer tax.  The legislation proved immensely beneficial to historic properties.  She entered the corporate world in 1988 joining Arkansas Power & Light. While serving in various capacities for AP&L and Entergy, Arnold split her time between Little Rock and Washington DC.  She maintained close ties to Little Rock’s cultural community including service on the Arkansas Symphony Orchestra Board.  She served as Chair of the ASO Board at a crucial time in the organization’s history.  In addition, she has served as a member of the Arkansas Natural Heritage Commission.

Arnold has recently completed two terms on the Little Rock Airport Commission.  During her time on that body, the airport purchased and installed several pieces of public art.

Now retired from Entergy, she is often seen around Little Rock enjoying cultural events.

“So What!” It’s The Least I Can Do… new paintings by Ray Wittenberg

Little Rock artist Ray Wittenberg’s large-scale paintings explore a turn away from the conjuring marks of expression toward a search for pictorial simplicity. These whimsical paintings explore nothing more than the relationship between the elements of line and color with the goal to strip everything down to the essentials and achieve simplicity. The pared-down design elements, along with repetition, “desirably get the painter out of the equation,” states Wittenberg.  His Caribbean Sea on Fresh Tangerine is shown at right.

Kateri Joe: Thank Your Lucky Stars

Kateri Joe is a painter living just outside of Little Rock, Arkansas. Self-taught in art, but academically trained in psychology, her two passions converge in her mixed media pieces. Her pieces are often reflective, eccentric and made with unconventional media—such as dirt, gold leaf and fingerprints. This is her first full exhibition and is based on the universal relationship of humanity and the Cosmos.
