Little Rock Look Back: LR City Flag Adopted

City FlagOn October 18, 1988, the City of Little Rock Board of Directors adopted the first official flag for the City of Little Rock.

The adoption of Ordinance No. 15,566 was the culmination of a design competition which had been spearheaded by Little Rock City Director Sharon Priest (later Little Rock Mayor, Arkansas Secretary of State and Executive Director of the Downtown Little Rock Partnership).

Prior to the Official Board of Directors meeting that day, a press conference was held in the Little Rock City Board Chambers for presentation of the City’s flag.  The City Beautiful Commission, a commission of the Department of  Parks and Recreation, sponsored a the contest which received a total of fifteen flag designs.

The flags were judged October 12, 1988, by City Directors and City Beautiful Commission Members. Director Sharon Priest presented the winning flag and introduced David Wilson, a law clerk at the Mitchell Law Firm, who designed the flag chosen for the $1,000 first prize. The second-place winner was Craig Rains, who received $500; and the third-place recipient was David Tullis, who received $250.

The flag was adopted by the City Board that night by a 6-0 vote; former mayor and current director Charles Bussey was absent.  Those voting to adopt the flag were Mayor Lottie Shackelford and directors Sharon Priest, Tom Prince, Buddy Villines, Buddy Benafield and Tom Milton.  Priest would be a future mayor while Prince, Villines and Benafield had all served as mayor.

The official description of the flag is as follows:

As the official flag of the City of Little Rock, its symbolism is described as follows: A clean white background of the banner represents the optimism and open potential that the city has to offer. The royal blue horizontal broad stripe symbolizes the Arkansas River which borders Little Rock, and has served as an economical and historical emblem since the city’s beginning. The forest green stripe runs vertical to the royal blue stripe, creating a cross which symbolizes the location and statute of Little Rock—a city serving not only as the crossroads of Arkansas, but a crossroad of the mid-southern United States as well.

The strong forest green color depicts the fields, parks and forests which contribute to the natural beauty of the city. The seal of the flag is a modernized adaptation of the current Little Rock seal. The razorback red silhouette of the great State of Arkansas shows her capitol, the City of Little Rock, represented by the centered star. The star rises directly above “The Little Rock”—the protruding cliff along the Arkansas River, which was discovered in 1722 by French explorer La Harpe, when the city was given the name. The Arkansas River behind the rock and the symmetrical oak leaves in the border of the seal are a stylized illustration of what the flag’s stripes represent—the natural beauty of the city. Finally, the gold color of the seal and bordering stripes symbolize the superior economic history, and the future economic potential that is available in the City of Little Rock, Arkansas.

Little Rock Look Back: Mayor W. E. Lenon, father of LR City Hall

OMayor Lenonn October 8, 1867 in Panora, Iowa, future Little Rock Mayor Warren E. Lenon was born.  He was one of eleven children of John D. and Margaret M. Long Lenon.

Lenon came to Little Rock in 1888 after finishing his schooling in Iowa.  He helped set up an abstract company shortly after his arrival.  In 1902 he organized the Peoples Savings Bank.  Among his other business interests were the City Realty Company, the Factory Land Company, the Mountain Park Land Company, and the Pulaski Heights Land Company.

From 1895 to 1903, he was a Little Rock alderman, and in 1903, he was elected Mayor of the city. A progressive Mayor, he championed the construction of a new City Hall which opened in 1908.  At the first meeting of the City Council in that building, Mayor Lenon tendered his resignation.  His duties in his various business interests were taking up too much of his time.

Mayor Lenon had been a champion for the establishment of a municipal auditorium. He had wanted to include one in the new City Hall complex. But a court deemed it not permissible under Arkansas finance laws at the time.  He also worked to help establish the first Carnegie Library in Little Rock which opened in 1912.

Mayor Lenon continued to serve in a variety of public capacities after leaving office.  In the 1920s, he briefly chaired a public facilities board for an auditorium district. It appeared he would see his dream fulfilled of a municipal auditorium.  Unfortunately the Arkansas Supreme Court declared the enabling legislation invalid.

In 1889, he married Clara M. Mercer.  The couple had three children, two of whom survived him.  A son W. E. Lenon Jr., and a daughter Vivian Mercer Lenon Brewer.  Together with Adolphine Fletcher Terry (also a daughter of a LR Mayor), Mrs. Brewer was a leader of the Women’s Emergency Committee.

Mayor Lenon died June 25, 1946 and is buried at Roselawn Cemetery.  Lenon Drive just off University Avenue is named after Mayor Lenon.

Little Rock Look Back: Pre-Opening Dance at Robinson Auditorium

RC-pre-opening-signIn October 1939, it looked as if Robinson Auditorium would never open.  The construction had run out of money.  But in an effort to generate a little revenue and give the public the chance to see the building, a few events were booked in the lower level.

At the time, the entrance to the lower level was off of Garland Street which ran to the north of the structure.

While Mayor J. V. Satterfield and other leaders were in Washington seeking additional funding, the Joseph Taylor Robinson Memorial Auditorium hosted its first event.  On October 4, 1939, the convention hall on the lower level was the site of a preview dance.  The pecan block flooring had been installed just the week before.

RC-dance-orchestraThe first four people to enter the building as paying guests were Mr. and Mrs. Alfred Wilheim, Frances Frazier and Bill Christian.  Reports estimated 3,200 people attended and danced to the music of Jan Garber and His Orchestra.  By happenstance, Garber and his musicians had also played in Little Rock on January 26, 1937, the date of the election which approved the auditorium bonds.  Since Little Rock then did not have a suitable space, that appearance had been on the stage of the high school auditorium.

The event was a success.  But as the building had no heating or cooling mechanism at the time, there were limits as to how long even the lower level could be in use.  After a few weeks, the PWA, which was still in charge of the construction site, halted all future bookings.

Little Rock Look Back: JFK in the ARK

JFK LROn October 3, 1963, President John F. Kennedy delivered remarks at the Arkansas State Fairgrounds.  Only a few weeks later, he would be felled by an assassins bullet in Texas.  In the speech, the President praised Arkansas’ congressional delegation including Senators John McClellan and J. William Fulbright and Congressmen Took Gathings, Bill Trimble, Wilbur Mills and Oren Harris.  Each of these men held senior leadership positions in key committees.

The main focus of the speech was to discuss President Kennedy’s vision for a new economy in the South.  He tied that to improvements in the state’s universities and colleges as well as public works projects.

The President was actually in the state to speak at the dedication of the Greers Ferry Dam. He agreed to make that appearance as a part of a negotiation with Congressman Mills as they were deadlocked over changes to the tax code.  He had previously visited Little Rock in 1957 when he came to the state to address the Arkansas Bar Association meeting in Hot Springs.

He arrived at the Little Rock Air Force Base, then only a few years old, and proceeded to Heber Springs via helicopter. Students and civic leaders from nearby Batesville were present to help welcome the President and his entourage.  Following the ceremony at Greers Ferry, he and his party ventured to Little Rock.

It was an exceptionally hot October day (temperatures were in the lower 90s), but all else seemed perfect according to media reports.  The Little Rock School District dismissed classes on that day (which was a Thursday) so students could attend the President’s remarks at the Fairgrounds.

Little Rock Look Back: First Pulaski Heights Council Meeting

Pul Heights CC minutesOn September 28, 1905, the first meeting of the Pulaski Heights City Council took place.  The newly elected Mayor was J. H. Joslyn, the Recorder was F. D. Leaming, and new Alderman present were E. E. Moss, Maxwell Coffin and C. C. Thompson.  Pulaski Heights had been incorporated on August 1, 1905.  At that time its population was estimated at between 300 and 400.

The first ordinance, which was offered by E. E. Moss, was to set a tax rate and give the City the ability to levy taxes.  Next was a motion to establish a committee to establish rules and procedures for the council. The final business before the Council was to allow the Recorder to order stationary, a seal and a record book (that record book is now in the vault at Little Rock City Hall).

The next meeting would be October 28.  At that meeting, two other Aldermen are mentioned in the minutes (Fauble and Paul) but were absent from that meeting as well.  Mr. C. M. Fauble was present at the third meeting.  Mr. R. O. Paul did not appear until the fifth meeting (December 13, 1905).

Interestingly the Recorder had a vote in the Council meetings (which was not a practice in the City of Little Rock at the time).

The Council did not have a permanent meeting place until the third meeting.  At that point in time, they used space in the offices of Dr. Hockersmith.  They later met in a building which is now part of the Pulaski Heights Baptist Church campus.

Pulaski Heights was a separate City until January 1916.  On January 4, 1916, Little Rock voters approved the annexation of Pulaski Heights by a ten-to-one margin, and the suburb became the city’s ninth ward. This established a couple of precedents for the City of Little Rock which are in effect to this day.  The first is that Little Rock would not be a central city surrounded by a variety of small incorporated towns (in the manner that St. Louis and other cities are).  It was this thought process which has led the City to continue to annex properties.

In addition, this move to annex Pulaski Heights was the first time that the City grew toward the west.  Previous growth had been to the south.  By emphasizing western expansion, this has allowed Little Rock to continue to grow.

Little Rock Look Back: Roswell Beebe receives Little Rock land title

On September 25, 1839, businessman Roswell Beebe received title to all of the land in Little Rock.

Starting in the 1810s, there had been much dissension as to who had title to land in what would become Little Rock.  As the settlement developed into a town and city, these disagreements became greater. Often land speculators would sell land to settlers without having the right to do so.

Coming to Little Rock in 1835, Beebe was a witness to the continued uncertainty over land ownership.  In early 1839, he acquired 240 acres which had the only incontestable title in town. This acreage comprised most of Little Rock. He went to Washington DC in 1839 and, on September 25, received the original patent for the town of Little Rock, signed by President Martin Van Buren. It is recorded in the Pulaski county recorder’s office Book L, page 312.

Upon his return, Beebe gave all the people who had bought lots from a certain real estate developer, whom he considered to be fair and honest, title to their land for a dollar. In December 1839, he drew up a plan for Little Rock, laying off blocks and streets. He deeded the streets and alleys to the city for a dollar. He gave the state the title for the land on Markham Street, where the new capitol building (now the Old State House Museum) was located.  He also donated part of the land for Mount Holly Cemetery, the other portion came from his brother-in-law Chester Ashley.

Little Rock Look Back: The Little Rock Nine finally enter Central High

101st_Airborne_at_Little_Rock_Central_HighIt was 58 years ago today that the Little Rock Nine entered Central High School and stayed. On one hand, this brought to the end a nearly month long standoff between segregationists and those who wanted to obey the U.S. Supreme Court’s Brown v. Board decision.

In the bigger picture, the struggle did not end that day.  Throughout the remainder of the school year, the Little Rock Nine were subjected to threats, isolation and hostility.  Outside of the school, while the crowds may had dispersed after September 25, the raw feelings did not subside.

This was evidenced by the fact that the following year the high schools were closed to avoid having them integrated.

But September 25, 1957, was an historic day in the United States. Under guard of members of the 101st Airborne Division of the Army, the Little Rock Nine were escorted into Central High School. This action by President Dwight Eisenhower was the result of the intrusive efforts of Governor Orval Faubus who had used the Arkansas National Guard to keep the nine students out.

The City of Little Rock was largely a bystander in this issue. The form of government was changing from Mayor-Council to City Manager in November 1957. Therefore Mayor Woodrow Mann and the entire City Council were lame ducks. Mann, whose son was a senior at Central, tried to focus on keeping the peace in Little Rock. Most (if not all) of his Council members sided with the Governor.

Congressman Brooks Hays, a Little Rock resident, had tried to broker an agreement between the President and the Governor but was unsuccessful.  Following that, Mayor Mann was in discussions with the White House about the ability of the Little Rock Police Department to maintain order.  Finally, in the interest of public safety, the President federalized the National Guard and removed them. This paved the way for the Army to come in.

Though the school year was not easy, the nine youths who became known worldwide as the Little Rock Nine were finally in school.  They were Minnijean Brown, Elizabeth Eckford, Ernest Green, Thelma Mothershed, Melba Patillo, Gloria Ray, Terrence Roberts, Jefferson Thomas and Carlotta Walls.

In 1997, President Bill Clinton, Governor Mike Huckabee and Mayor Jim Dailey, famously held open the doors of Central High for the Little Rock Nine on the 40th anniversary.  Ten years later, Clinton, Huckabee and Dailey returned joined by current Governor Mike Beebe and Mayor Mark Stodola to host the 50th anniversary events.

Today the school is a National Historic Site, while still functioning as a high school.
