Little Rock Look Back: Early Organization of Little Rock

Little Rock was designated as the capitol of Arkansas in 1821. But by 1825 the settlement know as Little Rock was little more than a loosely defined group of structures. One hundred and eighty-eight years ago today, on October 27, 1825, Territorial Governor George Izard signed legislation which started establishing a framework for Little Rock to function as a city.

It established that Little Rock citizens could elect a board of trustees to decide matters. Those trustees would choose one of their own to be a presiding officer. Though Little Rock would not be officially incorporated until 1831, this was the first step towards incorporation. The first trustees, elected for 1826, were Robert Crittenden, Joseph Henderson, Nicholas Peay, Bernard Smith and Isaac Watkins. Smith was chosen to be the presiding officer.

Crittenden had been largely responsible for the relocation of the capitol to Little Rock, where he owned a lot of land. He was a major political force in Arkansas politics during the territorial days. Watkins was a nephew of a signer of the Declaration of Independence. He had established the first tavern in Little Rock in 1821 and later he first mill in 1826. He was murdered in 1827 and the perpetrator was never captured.

Peay bought the tavern from Watkins in 1826 and continued in the tavern and hotel business the rest of his life. He later served on the Little Rock City Council and was acting mayor. His son Gordon Neil Peay served as Mayor of Little Rock. The Peay family also cofounded Worthen Bank and Christ Episcopal Church. Nicholas Peay’s great-great grandson Joseph B. Hurst, Sr. served on the Little Rock City Board from 1967 to 1970. Mr. Hurst’s daughter-in-law, Stacy, is currently on the City Board.

Little Rock Look Back: Mayor Pratt Remmel

PrattRemmel-2bOn October 26, 1915, future Little Rock Mayor Pratt Cates Remmel was born.  He was one of five children of Augustus Caleb and Ellen Lucy Remmel.  His father died when he was five, leaving his mother to raise five children by herself.  After graduating from high school in 1933, he received a bachelor’s degree in economics from the University of Virginia in 1937.  During World War II, he held the rank of Lieutenant in the US Navy.

The Remmel family had long been involved in politics.  A great-uncle had been the GOP nominee for governor and senator as well as serving on the GOP national committee.  Remmel’s father had been the state GOP chair and his mother was the Arkansas Republican national committeewoman for nearly three decades.  In 1938, shortly after returning from college, Remmel ran for the Little Rock City Council but did not win.  In 1940, he became chairman of the Pulaski County Republican Executive Committee. For the next several decades, he held various leadership posts in the GOP at the county, state and national level.

Remmel made his second bid for public office in 1951 when he challenged incumbent LR Mayor Sam Wassell, who was seeking a third term.  Wassell shared the often held belief at the time that the GOP could not win any races in Arkansas because of the aftereffects of Reconstruction.  Remmel ran a vigorous campaign and won by a 2-to-1 margin becoming Little Rock’s first Republican mayor since Reconstruction.  In 1953, he sought a second two year term and was re-elected.  Though he had worked to build the GOP in Arkansas, he did not emphasize party affiliation in this campaign. He stressed he had been “fair to all and partial to none.”  This campaign included a rally which was aired live on six LR radio stations at the same time, a first for Arkansas. He won by over 3,000 votes this time over alderman Aubrey Kerr.

Remmel had been mentioned as a potential candidate for US Senate or Congress in 1954.  Instead, he ran for governor and was defeated by Orval Faubus in his first race for the office.  Remmel did receive more votes for governor than any GOP candidate had since reconstruction.  He is credited with laying the groundwork for the future successful campaigns of Winthrop Rockefeller.

A month before the election in 1955, Remmel announced he would seek a 3rd term as Mayor.  While later admitting he should have stuck with the customary two terms, he also said he ran to give voters an alternative to the Democratic nominee Woodrow Mann.  Mann, like Remmel, was in the insurance business; Remmel considered Mann to have a questionable reputation.  Several statewide Democratic leaders campaigned for Mann, who beat Remmel by 1,128 votes, one of Little Rock’s closest mayoral elections.

As Mayor, Remmel served in leadership positions with the US Conference of Mayors and the Arkansas Municipal League.  It was during his tenure as mayor that the land which is now Rebsamen Golf Course was given to the City.

After he left office, Remmel returned to business interests and staying active in civic affairs.   He was an active leader of First United Methodist Church and Gideons International.  He was a Mason, a Shriner, a member of the American Legion, and the American Red Cross.   Remmel served on the Arkansas River Basin Commission and chairman of the Arkansas Waterways Commission.  In 1996, he was posthumously inducted into the Arkansas River Hall of Fame.

Married for many years to Catherine Couch, the couple had three children, Pratt Jr., Cathie and Rebecca.  Lake Catherine in Arkansas is named for his wife. Remmel Park and Pratt Remmel Road in Little Rock are named for Mayor Remmel.

Mayor Remmel died on May 14, 1991.  He and Catherine (who died in 2006) are buried in Oakland Cemetery.

Little Rock Look Back: Mayor Donald Mehlburger

Mayor D L MehlburgerOn October 19, 1937, future Little Rock Mayor Donald Lee Mehlburger was born in Little Rock.  His parents were Max A. Mehlburger and Mary Lou Covey Mehlburger who also had another son Max C. Mehlburger.

Mehlburger’s first run for the City Board of Directors was in November 1968 when there was an open seat.  At the time he was 30, the youngest one could be and be elected to the City Board.  He lost that race, but eight years later ran again.  This time Mehlburger won the race.  At his first meeting on the City Board, Mehlburger was selected as Mayor of Little Rock by his colleagues.

Prior to running for the City Board the second time, Mehlburger had been appointed to the Planning Commission.  Planning and growth were two important emphases for Mayor Mehlburger, in addition to public safety.  He stressed the importance of quality growth in the edges of the city and a push for a revitalized downtown.  Mayor Mehlburger was also an advocate for public mass transit.

Due to business interests taking up too much of his time, he resigned from the City Board a few months before his term was up.  But he remained engaged in civic affairs.  Historic preservation was important to Mehlburger.  In addition to owning historic properties, he was a founding board member of the Historic Preservation Alliance of Arkansas.  He had graduated from the University of Arkansas and was a member of Trinity Episcopal Cathedral.  He had also been active with the Junior Chamber of Commerce (Jaycees) and Rotary Club 99.

Mehlburger died on May 25, 1992 and was buried at Mt. Holly Cemetery.  His grave marker features an engraved sextant which pays tribute to his career as an engineer.  It also notes that he was Mayor of Little Rock.  Mayor Mehlburger was survived by his wife Susan and his three children – Donald Lee Jr., Harry and Katherine.

Little Rock Look Back: City Flag Turns 25 Today

City FlagOn October 18, 1988, the City of Little Rock Board of Directors adopted the first official flag for the City of Little Rock.

The adoption of Ordinance No. 15,566 was the culmination of a design competition which had been spearheaded by Little Rock City Director Sharon Priest (later Little Rock Mayor, Arkansas Secretary of State and now Executive Director of the Downtown Little Rock Partnership).

Prior to the Official Board of Directors meeting that day, a press conference was held in the Little Rock City Board Chambers for presentation of the City’s flag.  The City Beautiful Commission, a commission of the Department of  Parks and Recreation, sponsored a the contest which received a total of fifteen flag designs.

The flags were judged October 12, 1988, by City Directors and City Beautiful Commission Members. Director Sharon Priest presented the winning flag and introduced David Wilson, a law clerk at the Mitchell Law Firm, who designed the flag chosen for the $1,000 first prize. The second -place winner was Craig Rains, who received $500; and the third -place recipient was David Tullis, who received $250.

The flag was adopted by the City Board that night by a 6-0 vote; former mayor and current director Charles Bussey was absent.  Those voting to adopt the flag were Mayor Lottie Shackelford and directors Sharon Priest, Tom Prince, Buddy Villines, Buddy Benafield and Tom Milton.  Priest would be a future mayor while Prince, Villines and Benafield had all served as mayor.

The official description of the flag is as follows:

As the official flag of the City of Little Rock, its symbolism is described as follows: A clean white background of the banner represents the optimism and open potential that the city has to offer. The royal blue horizontal broad stripe symbolizes the Arkansas River which borders Little Rock, and has served as an economical and historical emblem since the city’s beginning. The forest green stripe runs vertical to the royal blue stripe, creating a cross which symbolizes the location and statute of Little Rock—a city serving not only as the crossroads of Arkansas, but a crossroad of the mid-southern United States as well.

The strong forest green color depicts the fields, parks and forests which contribute to the natural beauty of the city. The seal of the flag is a modernized adaptation of the current Little Rock seal. The razorback red silhouette of the great State of Arkansas shows her capitol, the City of Little Rock, represented by the centered star. The star rises directly above “The Little Rock”—the protruding cliff along the Arkansas River, which was discovered in 1722 by French explorer La Harpe, when the city was given the name. The Arkansas River behind the rock and the symmetrical oak leaves in the border of the seal are a stylized illustration of what the flag’s stripes represent—the natural beauty of the city. Finally, the gold color of the seal and bordering stripes symbolize the superior economic history, and the future economic potential that is available in the City of Little Rock, Arkansas.

Tales of the Crypt Tonight

The ghosts of Little Rock past will arise tonight at Mt. Holly Cemetery for the 19th Annual Tales from the Crypt.

Held the second Tuesday of October, Tales of the Crypt is an annual Mount Holly event.  Under the direction of Fred Boosey & Tamara Zinck, drama students from Parkview Arts & Science Magnet High School are each given a person buried in the cemetery to research. They then prepare short monologues or dialogues, complete with period costumes, to be performed in front of the researched person’s grave.

Among the highlights this year John and Lucinda Kumpe, Paramount actor Eleanor Counts, Richard Flannigan (who served as Mt. Holly Sexton), Myra Blackbun, Albert and Mollie Stocking and former Little Rock Mayor James A. Woodson.

Award-winning local costumer Debi Manire will once again provide the wonderful historical characters’ costumes.  Audiences are led through the cemetery from grave to grave by guides with candles. Although it takes place around the same time as the American holiday Halloween, the event is meant to be historic rather than spooky.  Many local teachers award extra credit to students who attend.

The Nineteenth Annual “Tales of the Crypt” will be sponsored by Mount Holly Cemetery Association and Parview Arts-Science Magnet High School.

The event will be held  at Mount Holly Cemetery, 1200 South Broadway, Little Rock, Arkansas on Tuesday, October 8, 2013, from 5:30 pm until 8:30 pm.  Admission is free to the public, however donations to Mount Holly Cemetery are appreciated and aid in the maintenance of the cemetery.

Little Rock Look Back: Mayor Warren E. Lenon

Mayor LenonOn October 8, 1867 in Panora, Iowa, future Little Rock Mayor Warren E. Lenon was born.  He was one of eleven children of John D. and Margaret M. Long Lenon.

Lenon came to LIttle Rock in 1888 after finishing his schooling in Iowa.  He helped set up an abstract company shortly after his arrival.  In 1902 he organized the Peoples Savings Bank.  Among his other business interests were the City Realty Company, the Factory Land Company, the Mountain Park Land Company, and the Pulaski Heights Land Company.

From 1895 to 1903, he was a Little Rock alderman, and in 1903, he was elected Mayor of the city. A progressive Mayor, he championed the construction of a new City Hall which opened in 1908.  At the first meeting of the City Council in that building, Mayor Lenon tendered his resignation.  His duties in his various business interests were taking up too much of his time.

Mayor Lenon had been a champion for the establishment of a municipal auditorium. He had wanted to include one in the new City Hall complex. But a court deemed it not permissible under Arkansas finance laws at the time.  He also worked to help establish the first Carnegie Library in Little Rock which opened in 1912.

In 1889, he married Clara M. Mercer.  The couple had three children, two of whom survived him.  A son W. E. Lenon Jr., and a daughter Vivian Mercer Lenon Brewer.  She was married to Joseph Brewer, a nephew of Joseph Taylor Robinson, after whom the City’s eventual municipal auditorium would be named.

Mayor Lenon died June 25, 1946 and is buried at Roselawn Cemetery.  Lenon Drive just off University Avenue is named after Mayor Lenon.

Little Rock Look Back: First Pulaski Heights City Council Meeting

Pul Heights CC minutesOn September 28, 1905, the first meeting of the Pulaski Heights City Council took place.  The newly elected Mayor was J. H. Joslyn, the Recorder was F. D. Leaming, and new Alderman present were E. E. Moss, Maxwell Coffir and C. C. Thompson.  Pulaski Heights had been incorporated on August 1, 1905.  At that time its population was estimated at between 300 and 400.

The first ordinance, which was offered by E. E. Moss, was to set a tax rate and give the City the ability to levy taxes.  Next was a motion to establish a committee to establish rules and procedures for the council. The final business before the Council was to allow the Recorder to order stationary, a seal and a record book (that record book is now in the vault at Little Rock City Hall).

The next meeting would be October 28.  At that meeting, two other Aldermen are mentioned in the minutes (Fauble and Paul) but were absent from that meeting as well.  Mr. C. M. Fauble was present at the third meeting.  Mr. R. O. Paul did not appear until the fifth meeting (December 13, 1905).

Interestingly the Recorder had a vote in the Council meetings (which was not a practice in the City of Little Rock at the time).

The Council did not have a permanent meeting place until the third meeting.  At that point in time, they used space in the offices of Dr. Hockersmith.

Pulaski Heights was a separate City until January 1916.  On January 4, 1916, Little Rock voters approved the annexation of Pulaski Heights by a ten-to-one margin, and the suburb became the city’s ninth ward. This established a couple of precedents for the City of Little Rock which are in effect to this day.  The first is that Little Rock would not be a central city surrounded by a variety of small incorporated towns (in the manner that St. Louis and other cities are).  It was this thought process which has led the City to continue to annex properties.

In addition, this move to annex Pulaski Heights was the first time that the City grew toward the west.  Previous growth had been to the south.  By emphasizing western expansion, this has allowed Little Rock to continue to grow.
