Little Rock Look Back: Warren E. Lenon – LR’s 39th Mayor and Father of City Hall

OMayor Lenonn October 8, 1867 in Panora, Iowa, future Little Rock Mayor Warren E. Lenon was born.  He was one of eleven children of John D. and Margaret M. Long Lenon.

Lenon came to LIttle Rock in 1888 after finishing his schooling in Iowa.  He helped set up an abstract company shortly after his arrival.  In 1902 he organized the Peoples Savings Bank.  Among his other business interests were the City Realty Company, the Factory Land Company, the Mountain Park Land Company, and the Pulaski Heights Land Company.

From 1895 to 1903, he was a Little Rock alderman, and in 1903, he was elected Mayor of the city. A progressive Mayor, he championed the construction of a new City Hall which opened in 1908.  At the first meeting of the City Council in that building, Mayor Lenon tendered his resignation.  His duties in his various business interests were taking up too much of his time.

Mayor Lenon had been a champion for the establishment of a municipal auditorium. He had wanted to include one in the new City Hall complex. But a court deemed it not permissible under Arkansas finance laws at the time.  He also worked to help establish the first Carnegie Library in Little Rock which opened in 1912.

Mayor Lenon continued to serve in a variety of public capacities after leaving office.  In the 1920s, he briefly chaired a public facilities board for an auditorium district. It appeared he would see his dream fulfilled of a municipal auditorium.  Unfortunately the Arkansas Supreme Court declared the enabling legislation invalid.

In 1889, he married Clara M. Mercer.  The couple had three children, two of whom survived him.  A son W. E. Lenon Jr., and a daughter Vivian Mercer Lenon Brewer.  She was married to Joseph Brewer, a nephew of Joseph Taylor Robinson, after whom the City’s eventual municipal auditorium would be named.  Mrs. Brewer was also a leader of the Women’s Emergency Committee.

Mayor Lenon died June 25, 1946 and is buried at Roselawn Cemetery.  Lenon Drive just off University Avenue is named after Mayor Lenon.

LR Cultural Touchstone: Bernie Babcock

BabcockBernie_fLittle Rock’s rich cultural history has been influenced by many outstanding men and women.  This October, during Arts & Humanities Month 2014, the Culture Vulture is looking at 31 outstanding women who have shaped cultural life in Little Rock…and beyond.

Julia Burnelle “Bernie” Smade Babcock was an author and museum founder.  Born in April 1868 in Ohio, she moved with her family to Arkansas as a child.  Marrying and starting a family, she also continued to write, which had been a passion since she was younger.  When her husband died, leaving her with five children, she starting writing for money. She published several temperance novels and later wrote for the Arkansas Democrat.  She also published a magazine and a poetry anthology.  She later became recognized as an expert on Abraham Lincoln and wrote several books about him, as well as other historical figures.

In 1927, after professional curmudgeon H. L. Mencken wrote derisively of Arkansas, she decided to start a museum. The Museum of Natural History and Antiquities was first located in a Main Street storefront.  In 1929, she “gave the City of Little Rock a Christmas present” by giving the museum to the city.  It was relocated to the unfinished third floor of City Hall, with her as its employee.  In 1933, as New Deal programs were ramping up, the space was needed for WPA offices, and the museum was shuttered. Many of the museum’s artifacts were lost during this time.    She became folklore editor for the Federal Writers’ Project in 1935.

In 1941, she and businessman Fred Allsopp convinced the City of Little Rock to reopen the museum (then known as the Museum of Natural History) by locating it in the old Arsenal Building in City Park.  She lived in the basement of the building.  She was involved in the efforts to rename City Park in honor of Douglas MacArthur (who had been born there) and welcomed him when he came to Little Rock in 1952.  Retiring from the museum in 1953, she donated some items and billed the City $800 for others. That money was her retirement pension at age 85.

Moving to Petit Jean Mountain, she wrote, painted and published poetry.  She died in June 1962 at age 94.  She is buried in Little Rock’s Oakland Cemetery.

After more name changes and a relocation, her museum is now known as the Museum of Discovery and is an anchor in the River Market district.

Final weeks of “Piranesi and the Perspectives of Rome” at UALR Galleries

Piranesi_First-Edit_AO1The prints of Giovanni Battista Piranesi (1720-1778) have contributed much to defining what Europeans and Americans think of the as “ancient Roman glory.” An exhibit of several of his prints is currently on display at the UALR Art Galleries through October 5.

In approximately, architect Edwin Cromwell (1909-2001) was going through the papers of  his late father-in-law, architect Charles Thompson (1868-1959). Included in this was a loosely bound volume of 30 prints by Piranesi. In 1999, Cromwell approached the UALR Department of Art to suggest that research might be done on this set of prints. In fact, it provided the basis for the MA thesis project of Olga Elwood. In 2010, the three daughters of Edwin Cromwell donated the prints to the Department of Art.

Thompson and Cromwell were both leading architects of Little Rock in each of their eras.  Among Thompson’s many designs are both the 1908 Little Rock City Hall and the 1913 Central Fire Station which is now the City Hall West Wing.

The exhibit, was designed to accompany a special topics art history course taught at UALR this semester by Dr. Jane Brown and Dr. Floyd Martin.

Little Rock Look Back: Charles E. Taylor, LR’s 42nd Mayor

Mayor TaylorOn September 15, 1868, future Little Rock Mayor Charles E. Taylor was born in Austin, Mississippi.  After locating to eastern Arkansas, his family moved to Little Rock around 1880.

Taylor graduated from Scott Street High School in Little Rock and proceeded to work for various hardware stores and other businesses.  In 1895 he married Belle Blackwood, with whom he would have four children.

In 1910, Taylor announced his intention to run for Mayor of Little Rock.  Though he had never held elective office, he had been involved in several civic organizations.  Taylor was the main challenger to Alderman John Tuohey.  Seen as a reformer, Taylor initially lost to Tuohey.  But after an investigation of voter fraud and a subsequent runoff, Taylor was elected Mayor.

Upon taking office in August 1911, Mayor Taylor focused on improving health conditions in the city, upgrading the fire department and enhancing the overall moral tone of the city.

As a progressive of the era, he fought against gambling, drinking and prostitution.  He created a Health Department and enhanced the City Hospital.  His efforts led to a decrease in the death rate in Little Rock.  As Mayor, Taylor introduced motorized vehicles to the Fire Department.  He also led the City Council to establish building and electrical codes.  Mayor Taylor also oversaw the construction of the 1913 Beaux Arts Central Fire Stations (which today serves as the City Hall West Wing).

Under his leadership, the City of Little Rock annexed Pulaski Heights. One of the selling points to Pulaski Heights residents was Mayor Taylor’s ability to provide modern services such as paved streets, water mains, fire hydrants and street lights.

Though neither his 1911 Parks Master Plan nor his dreams for a civic auditorium came to fruition, they paved the way for future successes in both of those areas.

Funding for projects continued to be a problem throughout Mayor Taylor’s four terms in office.  He believed that one obstacle to city funding was the prohibition by the state constitution against cities issuing bonds.  Though that ban has since been lifted, Taylor tried three times unsuccessfully to get it changed while he was Mayor.

In April 1919, Taylor left office after having served eight years.  He was the longest serving Mayor of Little Rock until Jim Dailey served in the 1990s and 2000s.  Following several business ventures, Taylor moved to Pine Bluff and led their chamber of commerce from 1923 through 1930.

Mayor Charles E. Taylor died in Pine Bluff in 1932. He was buried at Oakland Cemetery in Little Rock.

During his time in office, Mayor Taylor was presented with an unofficial flag of Little Rock by a group of citizens.  During Mayor Dailey’s tenure, that flag was restored by some private citizens and presented to the City.  It is framed on the 2nd Floor of Little Rock City Hall.

After a judge ruled in August 1906 that the City of Little Rock could not build a new City Hall and Auditorium complex, it looked like Little Rock would be stuck with its existing inadequate building.

However on September 10 it became obvious that much work had been taking place behind the scenes after that ruling.  On that day, the Board of Public Affairs (a City body charged with overseeing municipal government construction projects and comprised of the mayor and two citizens approved by the City Council) voted to ask the aldermen to cancel plans and rescind legislation for the city hall, jail and auditorium complex.  The Board of Public Affairs then offered up a new plan for a city hall and jail building.  Because no auditorium was involved, these plans would not be in violation of the Chancery Court.

That same evening the City Council followed suit and revoked the plans for the original project.  The aldermen then voted to proceed with building a new city hall and jail without the auditorium.  There was only one dissenting vote; Alderman Jonathan Tuohey voted no.  He explained his negative vote was not a lack of support for the project, but he was not comfortable with the way it was rushed through.

Mayor Warren E. Lenon told the Gazette, “The Chancery Court has enjoined us from erecting an auditorium and the Board of Public Affairs has consequently rescinded all resolutions and orders pertaining to that structure.” He noted that there would “be no appeal from the injunction granted by Chancellor Hart, because there is nothing to appeal.”

The coverage of the actions of the City Council that night was in keeping with the manner in which the two daily newspapers had covered the lawsuit and the trial.  The Gazette headline cried “City Hall Ordinance Railroaded Through” while the staid Democrat merely stated “New $175,000 City Hall Provided by City Council.”  The tone of the Gazette’s article matched the headline while the Democrat’s story was more straightforward.

Architect Charles Thompson adjusted his plan for the new City Hall by removing the auditorium wing.  With the revised Th0mpson plan and the approval of the City Council, Little Rock was at last on its way to a new City Hall.  This was over two years after Mayor Lenon had first broached the subject.

Originally slated to open in 1907, the building officially opened in April 1908.

Little Rock Look Back: Tom Prince – LR’s 67th Mayor

Mayor PrinceFuture Little Rock Mayor Tom Prince was born on August 13, 1949.  After graduating high school in 1967 (where he was on the state championship golf team), he attended the United States Naval Academy.  He later received his law degree from the University of Arkansas at Little Rock and began practicing law in Little Rock.

In 1984 he ran for the City of Little Rock Board of Directors and was elected.  In January 1985, he was selected by his fellow City Directors to serve as Mayor of Little Rock.  He served as Mayor until January 1987.  During his term in office, Arkansas celebrated its Sesquicentennial. Mayor Prince oversaw the City’s participation in the celebratory activities.  As Mayor he was also a strong advocate for expanding the city’s involvement in quality of life issues through enhanced parks and arts while maintaining a commitment to public safety and public works issues. After the completion of his four year term on the City Board, he did not seek a second term.

City of Little Rock races are non-partisan.  After leaving office, he became involved in Democratic Party politics.  In 1992, he campaigned for Bill Clinton’s presidential bid in Iowa and other Midwest states.  When his law partner, Sheffield Nelson, ran for Governor in 1994 as a Republican, Prince resigned from his Democratic Party positions and worked on the Nelson campaign.  In 1997, he was elected chair of the Pulaski County Republican Committee.  In 1998, he ran for the United States Senate as a Republican.

In 1999, Prince experienced a family tragedy and took a sabbatical from practicing law. In 2000, he moved to St. Louis to become general counsel for a securities firm located there.  Following several years with the securities firm, he joined a St. Louis law firm in private practice.  He remained in private practice in St. Louis through 2012.

A St. Louis Business Journal profile of Prince in 2010 highlighted his interests in single action shooting and in horseback riding.

Little Rock Look Back: Would Little Rock get a new City Hall and Auditorium in 1906?

Last week: Little Rock Mayor Warren E. Lenon had been advocating for a new City Hall a municipal auditorium since shortly after taking office in April 1903. After plans were approved in July 1906, a group of citizens, led by Arkansas Gazette publisher J. N. Heiskell, filed suit to stop the City.

The closing arguments in the trial against plans for a new City Hall and auditorium complex had been heard on Monday, July 30.  The case was heard by Chancery Judge J. C. Hart.  Serving as an advisor to Chancellor Hart throughout the trial (though with no official legal standing) was Pulaski County Circuit Court Judge Robert J. Lea.  To accommodate the expected large attendance, the trial had been moved into his courtroom which was larger than Chancellor Hart’s.

On Friday, August 3, Pulaski County Chancery Judge J. C. Hart issued an injunction to keep the City from signing a contract for the construction of a city hall, jail and auditorium.  Chancellor Hart concurred with the plaintiffs that Arkansas’ constitution and laws dictated all taxation must be for public purposes.  He found there was nothing in Arkansas case law which defined an auditorium to be used for conventions as a public purpose.

As had been the case throughout the trial, the tone of the coverage of the decision differed greatly in the city’s two daily papers.  The subheading in the Democrat noted that the plaintiffs would be liable for any losses to the municipal government’s coffers due to a delay in commencing the construction if Little Rock eventually prevailed.  That fact is not mentioned by the Gazette.  Both papers did make note that Judge Lea agreed with the Chancellor’s decision.

For now, it looked as if the City of Little Rock would be stuck in the 1867 City Hall on Markham between Main and Louisiana.  Mr. Heiskell and his compatriots waited to see if the City would appeal the decision.

While August would be a quiet month publicly, work would go on behind the scenes.  More on that, in the future.
