Arkansas Heritage Month – LR Mayor Overman and a municipal auditorium

Overman AuditR. E. Overman assumed the office of Little Rock mayor in April 1935. Around that time, a new wave of New Deal programs were filtering down from Washington DC to cities.  It can be said of Mayor Overman that he did not meet a New Deal program he did not like.  From rebuilding the sewer system, to creating a public water utility, to constructing of structures for the Museum of Fine Arts, Little Rock Zoo, and Boyle Park, Mayor Overman signed the City up for program after program.

While the programs were all worthwhile, and in some cases absolute necessities, Mayor Overman did not seem to consider how these massive projects running concurrently would impact the City finances.  In November 1935, he submitted a proposal to the Public Works Administration for the construction of a new municipal auditorium to be located at the northeast corner of the intersection of Scott Street and Capitol Avenue. It would have taken up three/quarters of that block and wrapped around the Women’s City Club building (now the Junior League of Little Rock headquarters).  Because of other projects in the works, he did not pursue any further action on the auditorium project at the time.

In November 1936, Mayor Overman asked the City Council to place three bond issues on a special election ballot for January 1937, one of which was a municipal auditorium. Though a location had previously been identified in 1935, at this point in time supporters made a concerted effort to disclose that no location had been selected.  After the election was called, there was a concerted effort by supporters of the three separate bond issues to collaborate.  Voters overwhelmingly approved all three issues, and Little Rock’s journey to a municipal auditorium at last was underway. Perhaps.

Over the summer, architects and lawyers were selected. In the autumn, a consultant was hired to help with the selection for the site.  The month of October was consumed with City Council battles over the auditorium site.  Mayor Overman favored a location at Markham and Spring Streets (now site of the Cromwell Building and the Bankruptcy Courthouse). Because the Federal Government owned half the site and did not want to sell it, that location was deemed not feasible – though that did not stop Mayor Overman and others from repeatedly citing it as their first choice.  The only person who favored the location at Markham and Broadway did not have a vote: Planning Commission Chair J. N. Heiskell. Though he had no vote, he had the twin bully pulpits of Planning Commission and the Arkansas Gazette. As other sites fell by the wayside, he kept advocating for it.  Finally, the City Council approved of Heiskell’s choice, and the auditorium had a site.

The groundbreaking had to take place by January 1, 1938, or the money would be rescinded. After finalizing a location, planning could get underway.  With a week to spare, the ground was broken on December 24, 1937.  Mrs. Joseph T. Robinson, widow of the recently deceased US Senator from Arkansas, joined Mayor Overman in the groundbreaking. This ceremony was the first mention of the building being named in memory of the fallen senator, who had died in the summer of 1937.

Construction progressed throughout 1938 and into 1939.  Because of the precarious state of the City’s finances, Mayor Overman lost the support of the business community.  In November 1938, he lost his bid for the Democratic nomination for Mayor and was denied a third two-year term.  He left office in April 1939.

Arkansas Heritage Month – Celebrities and Celebrations open Arkansas Arts Center on May 18, 1963

AAC opening programOn Saturday, May 18, 1963, amidst fanfare and fans of the arts, the Arkansas Arts Center officially opened its doors.  (This was thirty-five years and three days after the Fine Arts Club had opened the first permanent art gallery in Arkansas in the Pulaski County Courthouse).

The dedication ceremonies on May 18 featured U.S. Senator J. William Fulbright (who was in the midst of championing what would soon be known as the John F. Kennedy Center for the Performing Arts), Congressman Wilbur Mills, Governor Orval Faubus, Little Rock Mayor Byron Morse, Winthrop Rockefeller and Jeanette Rockefeller.

On Friday, May 17, 1963, film star Gordon MacRae performed two separate concerts in the theatre space.  There were other assorted small events and tours on May 16 and 17.

The culmination of the weekend was the Beaux Arts Bal.  This black tie event, featured Oscar winner Joan Fontaine, cartoonist Charles Addams (creator of The Addams Family), James Rorimer of the Metropolitan Museum, and Dave Brubeck.  Chaired by Jeane Hamilton, the event set a new standard for events in Little Rock.

Among the exhibits at the Arkansas Arts Center for the grand opening was a special exhibit from the Metropolitan Museum of Art in New York entitled Five Centuries of European Painting.  In Little Rock for six months, this exhibit featured works by El Greco, Titian, Claude Monet, Odilon Redon, Pierre Renoir, Paul Signac, Edgar Degas, and Paul Gauguin among many others and spanned from the fifteenth century Early Renaissance era to the nineteenth century.

Prior to the opening, a profile on the Arts Center in The Christian Science Monitor touted the building as one of the first regional arts centers in the country to be completed. Benefiting from national ties of the Rockefeller family, the events in May 1963, set a high standard for the institution, and for other regional art museums.

Arkansas Heritage Month – Cliff Baker

cliffCliff Fannin Baker is one of only two people to have been recognized with two Governor’s Arts Awards. He was honored at the first awards in 1991 with an Individual Artist Award and in 1999 with the Lifetime Achievement Award.

He has nearly a half-century of work in the professional theatre.   He was the Founder of Arkansas Repertory Theatre in 1976. He previously was associated with a professional theatre at the Arkansas Arts Center in the 1960s and the Arkansas Philharmonic Theatre in the 1970s prior to his founding the Rep.

Baker has directed over 200 productions of every genre in cities as far flung as Beijing (Peking University) to Portland Center Stage, from Houston’s Alley Theatre to the Theatre of the Open Eye in New York. He has a particular passion for new plays, having directed or produced over thirty world and regional premieres.

For five years, he served as Creative Director of Wildwood Park for the Arts. When not directing, he is a corporate leadership consultant for Goss-Reid Associates in New York. Baker is a member of the Society of Stage Directors and Choreographers and the Dramatists Guild.

Baker will return to the Arkansas Rep in July to be the Interim Artistic Director while a replacement for Bob Hupp is being selected.  He will also serve as the production director for Sister Act in the Rep’s 2016-2017 season.

Arkansas Heritage Month – Jim Dailey

cna_commissioner_daileyDuring his years of public service, Little Rock Mayor Jim Dailey was a dedicated supporter of the arts. He has been involved in support of the arts prior to and after leaving office, but he was a 2005 Governor’s Arts Awards recipient in recognition of his work while in office.

Mayor Dailey’s understanding of the importance of the arts was essential to the revitalization of downtown Little Rock and the development of the River Market district. Little Rock’s arts district has become home to several art galleries and the 2nd Friday Night Art Walk and provides venues for local and regional musicians.

Other examples of Mayor Dailey’s leadership in the arts include the City of Little Rock’s support of the expansion and renovation of the Arkansas Arts Center and support of the establishment of the Kramer School Artists Cooperative, which provides residential and studio space for artists.  He was also a key player in the location of the Clinton Presidential Center in Little Rock.

The City of Little Rock doubled the number of art institutions it helps fund under Mayor Dailey’s tenure and has developed an Arts & Culture Commission to continue to integrate the arts into the daily fabric of city life. Mayor Jim Dailey has demonstrated outstanding leadership and commitment to the development of the arts community in Little Rock.

While in office, most Tuesday nights he would be a City Hall presiding over a City Board meeting. But many Monday nights he would be found at the Arkansas Arts Center taking a class a the museum school.

Since leaving office, Mayor Dailey has continued to explore art galleries and museums as he travels throughout the United States.  He also served as one of the three co-chairs for the successful campaign to renovate Robinson Center Music Hall. The building is set to reopen in November 2016.

Arkansas Heritage Month – Kaki Hockersmith

KakiIn 2015, Kaki Hockersmith was honored at the Governor’s Arts Awards.  She creates art as a designer. In addition, she promotes arts and heritage through her tireless efforts on behalf of numerous cultural institutions.

In 2010, she was appointed to the President’s Advisory Committee on the Arts for The Kennedy Center.  In that capacity, she serves as a national ambassador for The Kennedy Center. She has also brought programs from The Kennedy Center to Arkansas to help established and emerging arts organizations. She also serves as a commissioner on the cultural committee of UNESCO – the United Nations Educational, Scientific and Cultural Organization.

In 1993, she redesigned the interior of The White House during the Clinton Administration. She was also appointed a member of the Committee for the Preservation of The White House.  Her work on this American landmark was featured in Hillary Clinton’s book An Invitation to the White House: In Celebration of American Culture.

Locally, she serves on the Board of Trustees for the Arkansas Arts Center and the Arkansas Governor’s Mansion Association. She is an active supporter of many cultural organizations in Little Rock.  She and her husband Max Mehlburger open their home to host receptions and fundraisers for numerous cultural institutions and organizations.  In 2014, she was recognized for this support at Ballet Arkansas’ Turning Pointe gala.

Professionally, she has been honored by the national ASID organization as well as the Washington D.C. chapter. Her projects have won 16 regional ASID awards, including seven gold awards.

Arkansas Heritage Month – Townsend Wolfe of the Arkansas Arts Center

Continuing with a focus on Little Rock recipients of the Governor’s Arts Awards, today’s focus is Townsend Wolfe, who led the Arkansas Arts Center for 34 years.

Though not the founding director of the Arkansas Arts Center, Townsend Wolfe was the director for well over half of the institution’s 53 year history. Hired in 1968 at the age of 32 (making him one of the youngest art museum directors in the US at the time), he retired in 2002.  That year he was honored with the Governor’s Arts Award for Lifetime Achievement by the Arkansas Arts Council.

A native of South Carolina, Wolfe holds a bachelor’s degree from the Atlanta Art Institute and a master’s degree from the Cranbrook Academy of Art. He also received a certificate from the Harvard Institute of Arts Administration, and honorary doctoral degrees from two other institutions.  He was recruited to the Arkansas Arts Center by Governor and Mrs. Winthrop Rockefeller.

During his tenure at the Arts Center, he first was responsible for creating financial stability. After drastic cost-cutting measures, he refocused programming which led to the creation of the current Museum School, a focus of works on paper for the collection, cultivating a thriving collectors group, establishment of a children’s theatre, expansion of statewide services, and several additions to the physical plant.

In addition to serving on the National Council of the Arts, Wolfe was a member of the National Museum Services Board and the board of the Elizabeth Foundation for the Arts in New York. He was curator for an exhibition in the First Ladies’ Sculpture Garden at the White House in 1995, and was the recipient of the 1997 Distinguished Service Award (outside the profession) by the National Art Educators Association.

Over the years, Wolfe has served in a variety of capacities for the Association of American Museums, the National Endowment for the Arts, and the Institute of Museum and Library Services.

Arkansas Heritage Month – Jeane Hamilton

Happy Mother’s Day.  Today as part of Arkansas Heritage Month, we salute Jeane Hamilton — the “mother” of the Arkansas Arts Center.  In 2007, she was awarded the Arkansas Arts Council’s Lifetime Achievement Governor’s Arts Award.

Arriving in Little Rock a young wife in 1952, she immediately set about to become involved in her new community as she and her husband James set up a household.  In the mid-1950s, the Junior League of Little Rock tapped her to chair the initiative to create a new art museum for Little Rock.  The two decades old Museum of Fine Arts was threadbare through years of neglect and unfocused programming and collecting.

Hamilton, along with Junior League President Carrie Remmel Dickinson and Vice President Martha McHaney, approached Winthrop Rockefeller (then a relatively new resident) to lead the fundraising effort for the new museum.  He agreed on a few conditions: one was that a base amount had to be raised in Little Rock first, and second that the museum would be for the entire State of Arkansas and not just Little Rock.

Hamilton and her colleagues set about to raise the funds. They raised $645,000 at the same time Little Rock’s business climate was stymied by the aftereffects of the Central High crisis.

Now a lifetime honorary member of the Arkansas Arts Center Board, Hamilton has spent much of her life working on Arkansas Arts Center projects since that visit in 1959.  She has served on the Board, chaired committees, chaired special events, served hot dogs, helped kids paint and danced the night away at countless fundraisers.  She was on the committee which hired Townsend Wolfe as executive director and chief curator.  Jeane has led art tours for the Arts Center to a number of countries over the years.

When she is not at the Arts Center, she is often seen at the Rep, the Symphony or any number of other cultural institutions.  While she enjoys seeing old friends at these events, she also loves to see a room full of strangers – because that means that new people have become engaged in the cultural life of Little Rock.
