Little Rock Look Back: The City welcomes Katrina evacuees

Hurricane KatrinaIn light of the landfall of Hurricane Katrina in August 2005, Little Rock Mayor Jim Dailey and City Manager Bruce Moore sprung into action to marshal resources to welcome visitors who found themselves in Little Rock. From greeting buses and aircraft that arrived with evacuees, to coordinating with churches and non-profits to distribute supplies, to working with area businesses to identify resources, Mayor Dailey, the City Manager and other City leaders worked diligently to offer assistance.

Mayor Dailey noted, “While we welcome these visitors to our City, obviously the timeframe for this stay was not of their own choosing. As they wait out the hurricane and its aftereffects, I wanted to extend this hospitality to them on behalf of all our citizens.”

One of the things the City did was distribute a list of the cultural institutions which had free admission. These museums offered a respite for people who were spending time in hotel rooms or temporary shelters. With economic futures uncertain, spending money on entertainment was not an option for many.  The chance to see exhibits for free was a break from the monotony of television coverage and endless waiting.

In addition to providing information on free and low-cost Little Rock attractions, the Convention & Visitors Bureau worked around the clock to identify available hotel rooms and other places where evacuees could stay.  Little Rock’s Animal Services division worked to find places to keep animals since some could not stay in hotel rooms.

With the breaking of the levee and the subsequent flooding, it became obvious that what many had expected to be a three-day absence from New Orleans and the Gulf Coast, was going to be much longer.  The days turned into weeks; subsequently, the City shifted its focus into helping people find housing and jobs.

“I am proud of how Little Rock has responded,” said Mayor Dailey at the time. “From volunteers to utility workers, a number of our citizens are poised to go down there and help restore those basic necessities to the areas hit by Hurricane Katrina. I am also proud to know that our hospitality and attraction industries in Little Rock are working to offer comfort and relief here. Perhaps most importantly, the compassionate smiles and words of encouragement extended by everyday men and women in Little Rock to our newest visitors are so significant.”

“I think we can never underestimate the value of helping our neighbors. When Little Rock has been beset by disaster, it has been the knowledge that other people cared about us that has helped as we worked to return to daily routines. While I am sorry that this situation has occurred, I am grateful that we can repay in some small way, all that others have done for us,” said the Mayor.

Ten years on, much has changed in Little Rock because of Katrina.  Some people who came here “temporarily” have stayed.  Others who returned have maintained ties with Central Arkansas friends.  Little Rock’s culinary and hospitality industry have benefitted from several of the newcomers who were brought here by Katrina.  There is perhaps a bit more diversity of beliefs, tastes, and accents because of this storm.

As they did with people stranded in Little Rock after September 11, the City’s cultural institutions opened their doors, their arms and their hearts to the Katrina visitors.  It proved again the healing power of not only the arts but also of hospitality.

Little Rock Look Back: Mayor Jim Dailey

cna_commissioner_daileyOn July 31, 1942, future Little Rock Mayor Dalton James “Jim” Dailey, Jr. was born to Dalton and Ellen Dailey.  After graduating from Little Rock Catholic High School, he attended the University of Arkansas at Fayetteville.  He graduated with a Bachelor of Science degree in Business Administration. He joined his father in the family business, Dailey’s Office Furniture.

In 1974, Dailey was elected to the City of Little Rock Board of Directors.  He served one four-year term. The last two years of that term, he was the Vice Mayor of Little Rock.

Following that term, he remained engaged in civic activities including serving in leadership capacities in community campaigns.  He also served as president of the National Office Products Association – the first Arkansan to do so.  Dailey also served as the founding chair of Leadership Greater Little Rock.

In 1988, Dailey was elected to return to the City Board.  He was reelected in 1992.  Dailey served as Vice Mayor in 1991 and 1992.  In January 1993, he was chosen by his fellow City Directors to serve a two year term as Mayor.  Under his leadership, the Future-Little Rock goal-setting process took place.

Following a voter-approved change to the City structure, the position of Mayor was changed to be elected by the people while maintaining the City Manager form of government.  On January 1, 1995, Jim Dailey was sworn in as the first popularly-elected Mayor of the City of Little Rock in over 38 years.

cityoflr_img_mayor_01Dailey has served on the Board of Directors for the Little Rock Regional Chamber of Commerce, Metroplan, Communities in Schools, Arkansas BioVentures and New Futures for Youth. He was appointed to the National League of Cities Board of Directors and the Municipalities in Transition on Public Finance.

As Mayor, he served as Chair of the Intergovernmental Advisory Committee of the Federal Communications Commission. He was also a member of the United States Conference of Mayor’s Communications Task Force.  He also served as president of the Arkansas Municipal League in 2002 and 2003.

While he was Mayor of Little Rock, he was a strong proponent of the development of the River Market and worked to locate the Clinton Presidential Library in Little Rock.  He also worked to increase public safety support.  He also oversaw the establishment of Central Arkansas Water, the development of downtown headquarters for Acxiom Corporation and Heifer International, and the creation of Prevention, Intervention and Treatment programs.  In addition, he was instrumental in leading the efforts for the 40th anniversary of the integration of Little Rock Central High in 1997.

Mayor Dailey was re-elected in 1998 and 2002.  His fourteen years as Mayor of Little Rock set a longevity record.  Upon his retirement the City’s fitness center was renamed the Jim Dailey Fitness and Aquatic Center.  This was in recognition of his lifelong interest in wellness activities.

Since leaving office, he has continued his civic involvement by serving as a member of the Little Rock Airport Commission which oversees the Bill and Hillary Clinton National Airport. He is also involved in commercial real estate.

Since 1965, he has been married to the former Patti Murphy.  They have four children and six grandchildren.

Tony Awards Week – SOUTH PACIFIC – “How Far Away from Little Rock A-r-k”

southpacific_obcSeveral Tony Awards have been won by a show with a main character from Little Rock.

South Pacific opened at the Majestic Theatre on April 7, 1949 and settled in for a run of 1925 performances. Based on the James Michener Pulitzer Prize winning novel Tales of the South Pacific, it featured a book by Oscar Hammerstein II and Joshua Logan, songs by Richard Rodgers and Hammerstein and direction by Logan. It was produced by Rodgers, Hammerstein, Logan and Leland Hayward. Set in the titular islands, it concerned the relationships of sailors, nurses, island natives and other island inhabitants.

The musical starred recent Tony winner Mary Martin as Little Rock native Nellie Forbush, opera star Ezio Pinza, stage veterans Myron McCormick and Juanita Hall, and stage newcomers William Tabbert and Betta St. John. Cloris Leachman was Martin’s understudy and would later succeed her in the part of Little Rock native Nellie Forbush.

Like other Rodgers and Hammerstein musicals, this show tackled tough themes – this one being prejudice. That did not set well with some theatergoers. Indeed, some potential investors did not put money into the show because of its stance. But Rodgers, Hammerstein, Logan and Hayward persisted. Their diligence paid off when the musical received the 1950 Pulitzer Prize in Drama, only the second musical to receive this designation. It is also the only Pulitzer Prize for Drama winner to be based on Pulitzer Prize winning source material. This was the first Rodgers & Hammerstein musical to not feature big dance numbers. In fact, there was no choreographer. The dance steps which existed were created by Martin, who had taught dance in her native Texas as a young mother.

Opening late in the season, South Pacific was named the 1949 New York Drama Critics Circle Best Musical, but was not part of the Tony Awards until 1950. (Though Jo Mielziner, who designed the set for South Pacific received a Tony for his set designs of shows during the 1948-49 season and South Pacific was one of the titles listed.) At the 1950 Tonys, it received six Tony Awards: Best Musical, Actor in a Musical (Pinza), Actress in a Musical (Martin), Featured Actor in a Musical (McCormick), Featured Actress in a Musical (Hall), and Director (Logan).

This is the only time that all four acting awards in the musical category went to performers in the same production. In fact, the other two acting trophies that year were incorrectly engraved as being from South Pacific out of habit. Logan’s win was also the first time that the Director Tony went for a musical, since at the time that award was not separated out among plays and musicals. Hall was the first African American to win a Tony Award for Acting.

In 1999 for the 50th anniversary and in 2008 for the opening of the first Broadway revival remaining cast members from the original production had reunions in New York City. At the 50th anniversary ceremony, a proclamation from Little Rock Mayor Jim Dailey was read declaring it South Pacific day in Little Rock and honoring the show. It is interesting to note that in 1949, there were two heroines on the Broadway stage from Little Rock: Nellie Forbush from South Pacific and Lorelei Lee from Gentlemen Prefer Blondes.

In 2008, Lincoln Center Theatre produced the first revival of South Pacific on Broadway. It opened on April 3, just four days shy of the musical’s 59th anniversary.  The cast was led by Paulo Szot, Kelli O’Hara (as Little Rock girl Nellie Forbush), Matthew Morrison (before “Glee”), Danny Burstein and Loretta Ables Sayre.  The production restored a song which had been written for the original Broadway production that had been dropped. “My Girl Back Home” was featured in the movie version and in this Broadway revival. In it O’Hara and Morrison sang of their hometowns of Little Rock and Philadelphia.  The production was nominated for 11 Tony Awards and won 7: Best Musical Revival, Actor in a Musical (Szot), Director of a Musical (Bartlett Sher), Scenic Design (Michael Yeargan), Costume Design (Catherine Zuber), Lighting Design (Donald Holder) and Sound Design (Scott Lehrer).

Sher, Yeargan, Zuber, Holder and Lehrer are all reuniting again next season to work on a revival of Fiddler on the Roof.  One of the producers of that is Little Rock native (and three time Tony winner) Will Trice.

While Trice has not starred in a production of South Pacific, his mother Judy Trice starred in a statewide tour in the 1970s. A few years later, his sister Kathryn Pryor, starred in the Central High production.

Little Rock Look Back: SOUTH PACIFIC opens on Broadway 66 years ago today

southpacific_obcSixty-six years ago today, a fictional Little Rock heroine took the stage of a Broadway megahit when South Pacific opened at the Majestic Theatre on April 7, 1949. Bartlett and O’Hara are reunited with Lincoln Center right now for a revival of The King and I. The song “Getting to Know You” from that show was originally written for South Pacific as a song called “Suddenly Lucky.”  It was replaced in South Pacific by “(I’m in Love with a) Wonderful Guy.”

Little Rock Look Back: Happy 183 to Little Rock

LR 183With the stroke of Territorial Governor John Pope’s pen, Little Rock was officially chartered as a town on November 7, 1831. This followed approval by the Arkansas legislature a few days earlier.

As a chartered, officially recognized municipality, the Town of Little Rock was authorized to create a government and to plan for a Mayor and Aldermen to be elected. That election would take place in January 1832 with the initial council meeting later that month.

There are several earlier and later days which could be used to mark Little Rock’s official birth (LaHarpe sighting in 1722, first settler in 1812, permanent settlement in 1820, selection of trustees in 1825, chartered as a City in 1835, chartered as a City of First Class in 1875) — but it is November 7, 1831, which has been the officially recognized and accepted date.

In 1931, Little Rock celebrated her centennial with a series of events.  Likewise, in November 1981, Little Rock Mayor Charles Bussey signed and City Clerk Jane Czech attested Resolution 6,687 which recognized the Little Rock sesquicentennial.

Little Rock Look Back: 57 Years since 1957

101st_Airborne_at_Little_Rock_Central_HighIt was 57 years ago today that the Little Rock Nine entered Central High School and stayed. On one hand, this brought to the end a nearly month long standoff between segregationists and those who wanted to obey the U.S. Supreme Court’s Brown v. Board decision.

In the bigger picture, the struggle did not end that day.  Throughout the remainder of the school year, the Little Rock Nine were subjected to threats, isolation and hostility.  Outside of the school, while the crowds may had dispersed after September 25, the raw feelings did not subside.

This was evidenced by the fact that the following year the high schools were closed to avoid having them integrated.

But September 25, 1957, was an historic day in the United States. Under guard of members of the 101st Airborne Division of the Army, the Little Rock Nine were escorted into Central High School. This action by President Dwight Eisenhower was the result of the intrusive efforts of Governor Orval Faubus who had used the Arkansas National Guard to keep the nine students out.

The City of Little Rock was largely a bystander in this issue. The form of government was changing from Mayor-Council to City Manager in November 1957. Therefore Mayor Woodrow Mann and the entire City Council were lame ducks. Mann, whose son was a senior at Central, tried to focus on keeping the peace in Little Rock. Most (if not all) of his Council members sided with the Governor.

Congressman Brooks Hays, a Little Rock resident, had tried to broker an agreement between the President and the Governor but was unsuccessful.  Following that, Mayor Mann was in discussions with the White House about the ability of the Little Rock Police Department to maintain order.  Finally, in the interest of public safety, the President federalized the National Guard and removed them. This paved the way for the Army to come in.

Though the school year was not easy, the nine youths who became known worldwide as the Little Rock Nine were finally in school.  They were Minnijean Brown, Elizabeth Eckford, Ernest Green, Thelma Mothershed, Melba Patillo, Gloria Ray, Terrence Roberts, Jefferson Thomas and Carlotta Walls.

In 1997, President Bill Clinton, Governor Mike Huckabee and Mayor Jim Dailey, famously held open the doors of Central High for the Little Rock Nine on the 40th anniversary.  Ten years later, Clinton, Huckabee and Dailey returned joined by current Governor Mike Beebe and Mayor Mark Stodola to host the 50th anniversary events.

Today the school is a National Historic Site, while still functioning as a high school.

Little Rock Look Back: Charles E. Taylor, LR’s 42nd Mayor

Mayor TaylorOn September 15, 1868, future Little Rock Mayor Charles E. Taylor was born in Austin, Mississippi.  After locating to eastern Arkansas, his family moved to Little Rock around 1880.

Taylor graduated from Scott Street High School in Little Rock and proceeded to work for various hardware stores and other businesses.  In 1895 he married Belle Blackwood, with whom he would have four children.

In 1910, Taylor announced his intention to run for Mayor of Little Rock.  Though he had never held elective office, he had been involved in several civic organizations.  Taylor was the main challenger to Alderman John Tuohey.  Seen as a reformer, Taylor initially lost to Tuohey.  But after an investigation of voter fraud and a subsequent runoff, Taylor was elected Mayor.

Upon taking office in August 1911, Mayor Taylor focused on improving health conditions in the city, upgrading the fire department and enhancing the overall moral tone of the city.

As a progressive of the era, he fought against gambling, drinking and prostitution.  He created a Health Department and enhanced the City Hospital.  His efforts led to a decrease in the death rate in Little Rock.  As Mayor, Taylor introduced motorized vehicles to the Fire Department.  He also led the City Council to establish building and electrical codes.  Mayor Taylor also oversaw the construction of the 1913 Beaux Arts Central Fire Stations (which today serves as the City Hall West Wing).

Under his leadership, the City of Little Rock annexed Pulaski Heights. One of the selling points to Pulaski Heights residents was Mayor Taylor’s ability to provide modern services such as paved streets, water mains, fire hydrants and street lights.

Though neither his 1911 Parks Master Plan nor his dreams for a civic auditorium came to fruition, they paved the way for future successes in both of those areas.

Funding for projects continued to be a problem throughout Mayor Taylor’s four terms in office.  He believed that one obstacle to city funding was the prohibition by the state constitution against cities issuing bonds.  Though that ban has since been lifted, Taylor tried three times unsuccessfully to get it changed while he was Mayor.

In April 1919, Taylor left office after having served eight years.  He was the longest serving Mayor of Little Rock until Jim Dailey served in the 1990s and 2000s.  Following several business ventures, Taylor moved to Pine Bluff and led their chamber of commerce from 1923 through 1930.

Mayor Charles E. Taylor died in Pine Bluff in 1932. He was buried at Oakland Cemetery in Little Rock.

During his time in office, Mayor Taylor was presented with an unofficial flag of Little Rock by a group of citizens.  During Mayor Dailey’s tenure, that flag was restored by some private citizens and presented to the City.  It is framed on the 2nd Floor of Little Rock City Hall.
