Little Rock Look Back: John Wassell

Future Little Rock Mayor John Wassell was born on February 15, 1813 in Kidderminster, England.

In 1829, he came to the United States.  He learned carpentry and construction in Ohio and ended up in Little Rock.  One of his jobs was as the finishing contractor on the State Capitol building, now known as the Old State House.

He later gave up carpentry and became an attorney.  (It is said that he did so after becoming embroiled in a legal dispute arising from one of his construction jobs.) Wassell also served as a judge.

In 1868, he was appointed Mayor of Little Rock by President Andrew Johnson.  He is Little Rock’s only Mayor to have served through a military appointment.  Mayor Wassell died in January 1881 and is buried at Mount Holly Cemetery along with his wife and other family members.  One of his grandsons, Samuel M. Wassell also served as Mayor of Little Rock. Another one, Dr. Corydon Wassell, was the subject of the Hollywood film The Story of Dr. Wassell.

Little Rock Look Back: Public facilities in Little Rock ordered to be integrated

Following the March 1962 lawsuit by twenty-two (22) African Americans seeking the integration of public facilities in Little Rock, Federal Judge J. Smith Henley issued a order on February 15, 1963.  Judge Henley ordered the end to segregation in City parks, playgrounds, golf courses, tennis facilities, community centers, and Robinson Auditorium.

Regarding the auditorium, the order allowed for single event, short-term leasing of wholly private meetings for membership and immediate friends of members.  But it did stress that there could be no racial discrimination in the selection of or terms of leases.

The judge’s order did not cover “other facilities not identified in the record.”  Which meant, the order did not apply to swimming pools.  At the time, War Memorial pool was operated for whites and Gillam Park pool was operated for African Americans.   The judge wrote that he saw no reason to extend it to facilities not mentioned, but did not rule out the ability for future lawsuits.  In asking for a summary judgement in January 1963, the defendants had listed many types of facilities but not swimming pools.

Judge Henley’s decision did not mean that a municipality was required to integrate.  It just could not enforce segregation.  As with many other court decisions at the time, it was narrow in scope.

The end result was that Little Rock facilities were now integrated.  Except for the swimming pools.  Those would have their own story.  It would take the 1964 Civil Rights act and more legal actions for that to happen.

Little Rock Look Back: First TABRIZ Gala in 1971

After a casual evening on Friday, February 12, 1971, the next night, several hundred people donned their tuxedos and maxi-length formal wear to attend the first Tabriz Gala.

After eating a gourmet dinner, guests were treated to a live auction with over 90 items.  The auctioneers were Edwin C. Jenkins of Los Angeles and Little Rock’s Dalton Dailey.

Among the items in the live auction (which raised $30,000)  were usage of a billboard for a month, a five day cruise in the Bahamas and the opportunity to help create a sculpture.  One of the more unique items was a lot in Pleasant Valley, which went for $11,500 (the equivalent of $72,000 in 2019).  The final item in the live auction was lunch with Martha Mitchell. The Pine Bluff native was married to US Attorney General John Mitchell. Little did anyone know at the time that President Nixon would one day blame Watergate on Martha Mitchell making life difficult for John Mitchell.

The Fine Arts Club had desired that Tabriz would be a unique event in Little Rock’s social calendar.  It appeared they succeeded.  The Arkansas Gazette noted that the crowd was livelier than normally happened at black tie events in Little Rock.

Due to the success of Tabriz, the Arts Center more than had the money it needed for the National Endowment for the Arts challenge match program.

Little Rock Look Back: John Herndon Hollis

On February 5, 1870, future Little Rock alderman and acting mayor John Herndon Hollis was born shortly before his family moved to what is now Cleveland County. His parents were originally from Georgia and came from prosperous and longtime families there.

The Hollis family came to Arkansas after the Civil War and settled in Union County. A portion of that county was carved off and became Dorsey County (named after a Republican US Senator from Arkansas) but was renamed Cleveland County after Grover Cleveland was elected President. Cleveland was the first Democrat to be elected President in over 20 years. This name change also reflected the political shift in Arkansas from the Reconstruction-led Republican politics to the Democratic Party politics which would dominate for the next century.

John Herndon Hollis was one of six children, and the only one with a middle name. Herndon had been his mother’s maiden name. As one of his brothers described their childhood in Cleveland County, “they all went to country schools in their home neighborhood, worked hard on the farm in the summertime, and were inside their little Methodist Church every time the doors were open.”

Around 1900, Hollis and his new wife Malinda M. “Linda” Taliaferro Hollis (formerly of Rison) moved to Little Rock.  Together the couple had six children. In Little Rock, Hollis worked in the banking industry. For years he worked for People’s Building and Loan Association.

Hollis was first elected to the Little Rock City Council in April 1904. He would serve as one of the Aldermen from the city’s Fourth Ward until April 1918.  This was on the western border of Little Rock at the time. The family lived at 1510 S. Schiller, which is one block east of Central High, though at the time neither the school nor its predecessor (West End Park) existed.  From 1907 until 1913 he also served on the Little Rock School Board.

In April 1908, at the first City Council meeting in the new City Hall, Mayor W. E. Lenon announced his resignation. Because the resignation was effective immediately, there was a vacancy in the office of mayor.  Hollis was selected by his colleagues to serve as acting mayor until a successor could be elected. So from April 1908 through June 1908, Hollis was the City’s chief political and executive leader.

Though he was never formally mayor (and did not resign his position as alderman), since 1908, Hollis’ name has appeared on the list of mayors of Little Rock. The reason seems to be as a sign of respect since there was a vacancy.

There previously had been acting mayors when the mayor would be absent on business or due to illness. But in those instances, the mayor had not resigned. This is the only instance in Little Rock history when a mayor resigned immediately with no successor in place. So John Herndon Hollis holds a unique role in Little Rock history.

After leaving the City Council, Hollis remained active in civic affairs.  He co-chaired a successful campaign in 1929, to raise a tax for a variety of civic issues.

Hollis’ wife died in 1920.  He later married Ann Jewell of Little Rock (who was a cousin of his first wife). They were married until his death on October 23, 1941.  Ann Hollis lived in Little Rock until her death in 1980.  The Hollis family is entombed in the mausoleum at Mount Holly Cemetery.

Both of John Herndon Hollis’ wives are distant cousins of the Culture Vulture, so he is particularly fond of John Herndon Hollis.

Little Rock Look Back: Mayor George Wimberly

On February 3, 1920, future Little Rock Mayor George Wimberly was born in Star City. He served his country first in the Civilian Conservation Corps and later aboard a U.S. Naval Department hospital ship in the Pacific during World War II.

Wimberly was first elected to the Little Rock City Board in November 1968.  He was re-elected in November 1972 and served until December 1976.  In January 1971, he was selected to serve as Little Rock Mayor through December 1972.

In a rare move, he was again selected to serve as Mayor from January 1975 through December 1976.  During the era of the City Board selecting one of their own members to serve as Mayor, George Wimberly was the only one selected to two non-sequential terms.

In 1978, he was elected to the State House of Representatives and served until December 1988.  While in the House he led the effort for smoking to be banned in the House chambers (a move that predated many public smoking bans of the 1990s and onward).

For over fifty years he was an employee and later owner of Buice Drugstore located on Markham in the Stifft Station neighborhood. In 1986 he received the Arkansas Pharmacist of the Year Award and the Lifetime Achievement Award in 2009.

Mayor Wimberly died on February 5, 2012, two days after his 92nd birthday.

Little Rock Look Back: Opening of Little Rock Public Library

On February 2, 1910, the Little Rock Public Library officially opened its doors.  There had been an open house the night before, but this was the first day of acquiring a library card and checking out books.

Various private libraries had existed sporadically in Little Rock throughout the 19th Century.  In November 1900, a Little Rock School District committee made the first inquiry into the the creation of a Carnegie Library in Little Rock.  Over the next several years, numerous entreaties were made, but funding for the City’s portion was an obstacle.  On December 17, 1906, the Little Rock City Council passed an ordinance to move forward with building, furnishing and equipping a library.  Finally, in February 1908, the City approved acceptance of $88,100 from Andrew Carnegie.  The building would be designed by Edward Tilton, who designed Carnegie libraries, working with local architect Charles Thompson.

Mary Maud Pugsley was hired as the first librarian for Little Rock in May 1909. She began her duties on September 15, 1909, in order to get ready for the opening of the library at the southwest corner of 7th and Louisiana Streets.

On February 2, 1910, formal circulation of books began.  J. N. Heiskell was issued library card number 1.  He was secretary of the Library’s Board of Trustees and had long been an advocate for a public library in Little Rock.  He had often used his bully pulpit as editor of the Arkansas Gazette to advocate for a public library since arriving in Little Rock in 1902.  (Years later — he lived until 1972 — he received a replica of the library card made out of gold.)

That first day of operation, 500 people had applied for library cards. The application process required one to be a Little Rock property owner or to have a property owner sign the application.

Within the first year of operation, 2.5% of Little Rock’s population of 45,951 had applied for a library card.

Little Rock Look Back: Movie Ball sends LR Film Fans into Frenzy

As final preparations were being made for the opening of the Joseph Taylor Robinson Municipal Auditorium in early 1940, a glamorous evening took place in Robinson’s lower level convention hall on February 1.

In conjunction with a meeting of film executives and movie theatre owners sponsored by Robb and Rowley Theaters (which later became the United Artists theatre chain), several Hollywood actors were in Little Rock and headlined a Movie Ball. While in Little Rock, Maureen O’Hara, Phyllis Brooks, Arleen Whelan, Tim Holt and Gene Autry had also made a variety of public appearances.

Mr. Autrey had to miss the ball because he had to return to Hollywood early to attend to business matters. Actress Ilona Massey had also been scheduled to attend the events but was unable due to illness.

The quartet who did appear at the Movie Ball caused quite a scene. Upon their entrance, so many of the attendees crowded around for autographs that the evening’s grand march could not take place (a newspaper headline in the Democrat innocently used the word “orgy” to describe the crowd). After two attempts, Little Rock Mayor J. V. Satterfield (who was escorting Miss O’Hara) and the other members of the Little Rock host delegation led the Hollywood foursome to their reserved table. For quite a while that evening, the table was besieged by autograph seekers.

Though it is unknown as to whether he sought an autograph, photos from the evening showed a very satisfied Mayor Satterfield with Miss O’Hara on his arm. Satterfield family lore joked that Mrs. Satterfield (who had stayed home that night to tend to a sick son) was not a fan of Miss O’Hara’s films after that evening.

The Movie Ball showed Little Rock citizens the value of Robinson Auditorium even before it had been officially dedicated. The film industry meetings had taken place at the Albert Pike Hotel which did not feature a ballroom large enough to host the ball. Without the auditorium’s availability for the gala, organizers might not have chosen Little Rock for the meeting.

With the auditorium’s convention hall not attached to any hotel, it opened up the chance for Little Rock to host more events. This had been one of the key arguments for an auditorium since Mayor W. E. Lenon’s first proposal back in 1904. Having a glamorous event this early in the auditorium’s life validated that contention. After having endured the challenges to open the building, it was a nice lagniappe for the auditorium’s proponents who were present.

The actor Tim Holt would again be connected to Little Rock. In September 1951, he tried to obtain a divorce in Arkansas and stated that he had been a resident of the state for at least six weeks. He also had someone else testify to that fact. In October 1951, the divorce was granted. Later Mr. Holt was charged with perjury and fined $200 for falsely representing his length of residence in Arkansas. Judicial sanctions for his legal team, which included a State Senator, were eventually reviewed by the Arkansas Supreme Court.
