Tonight at 7, Arkansas Sounds salutes composers Florence Price and William Grant Still at Ron Robinson Theater

AR Sounds price_stillTwo of the leading American classical music composers in the first half of the 20th Century were from Arkansas and were African American.  Tonight (February 26) Arkansas Sounds pays tribute to Florence B. Price and William Grant Still in a program at 7pm at the Ron Robinson Theater.

Arkansas Sounds pays tribute to two of Arkansas’s most highly acclaimed African American classical composers with a screening of The Caged Bird: The Life and Music of Florence B. Price followed by performances of Price’s and Still’s compositions by members of the Arkansas Symphony Orchestra (ASO) and the ASO Youth Orchestra. The film’s length is approximately 1 hour.

Little Rock native Florence Price (1887-1953) was the first African American female classical composer to have her composition played by a major American symphony orchestra. The Caged Bird: The Life and Music of Florence B. Price traces Price’s life, detailing her cultured childhood in an extraordinarily gifted family, her struggles and eventual departure from the South due to racial tension, and her great artistic impact and success. Her compositions were favored by famed soprano Marian Anderson, and in 1933, her “Symphony in E Minor” was performed at the Chicago World’s Fair by the Chicago Symphony.

Born in Woodville, Mississippi, and raised in Little Rock, William Grant Still (1895-1978) achieved national and international acclaim as a composer of symphonic and popular music and, as an African American, was hailed for breaking race barriers of his time. His Afro-American Symphony was the first symphony composed by an African American to be played by a major symphony orchestra and is still performed today. Still was a prolific composer whose work includes symphonies, ballets, operas, chamber music, and works for solo instruments, totaling nearly 200. He also received numerous honors and achievements such as the Guggenheim Fellowship in 1934, 1935, and 1938. He also received eight honorary degrees from institutions such as Oberlin College, the University of Arkansas, Pepperdine University, and the Peabody Conservatory of Music.

The Arkansas Symphony Orchestra (ASO) comprises the state’s most sought-after professional musicians and is celebrating its 50th season. The ASO Youth Orchestra comprises over 200 student musicians, ages 9-18, who travel from over thirty-seven communities throughout Arkansas.

Black History Month Spotlight – Pike-Fletcher-Terry Mansion

Produced by the City of Little Rock and the University of Arkansas at Little Rock allows the many places and stories of the City’s Civil Rights history to come to life an interactive tour.  This month, during Black History Month, the Culture Vulture looks at some of the stops on this tour which focus on African American history.

In 1958, in this stately antebellum home, seventy-six-year-old Adolphine Fletcher Terry helped to organize the Women’s Emergency Committee to Open Our Schools (WEC). Always involved in civic activities, she was dismayed that the four high schools in Little Rock remained closed rather than become integrated. Mrs. Terry told Arkansas Gazette editor Harry Ashmore that “It’s clear to me that the men are not going to take the lead in turning this thing around and so the women are going to have to.” She organized the Women’s Emergency Committee (WEC).

When segregationist school board members tried to fire forty-four teachers and administrators who supported integration in the public schools, the WEC worked with a group of businessmen who had organized a Stop This Outrageous Purge (STOP) campaign to elect new school board members who favored integration. High schools were reopened with token integration in August 1959. The WEC operated in secret because of concerns about harassment or worse. In 1998, on the fortieth anniversary of its founding, the names of WEC members were released for the first time. Those names are now etched in the window panes of the house.

Originally built in approximately 1840 by Albert Pike, it was purchased by Lou Krause from the Pike family in 1886. In 1889, she sold it to her brother-in-law, former Little Rock Mayor John Gould Fletcher. He was the father of Adolphine Fletcher Terry, who grew up in the house.  Since the 1970s, it has been property of the City of Little Rock for use by the Arkansas Arts Center.  This was stipulated in the wills of Mrs. Terry and her sister Mary Fletcher Drennan.

The app, funded by a generous grant from the Arkansas Humanities Council, was a collaboration among UALR’s Institute on Race and Ethnicity, the City of Little Rock, the Mayor’s Tourism Commission, and KUAR, UALR’s public radio station, with assistance from the Little Rock Convention and Visitors Bureau.

 

Black History Month Spotlight – TESTAMENT sculpture on State Capitol grounds

Testament 006The new Arkansas Civil Rights History Audio Tour was launched in November 2015. Produced by the City of Little Rock and the University of Arkansas at Little Rock allows the many places and stories of the City’s Civil Rights history to come to life an interactive tour.  This month, during Black History Month, the Culture Vulture looks at some of the stops on this tour which focus on African American history.

In 1957, nine African-American students enrolled at Little Rock’s Central High School, beginning the process of desegregating Little Rock’s public schools and marking a seminal event in America’s civil rights movement. This sculptural grouping was dedicated in August 2005 to honor the courage of those students, known collectively as the Little Rock Nine. Quotations from each of the Nine are featured around the bronze figures, which are the work of artists John and Cathy Deering.

The site for the statues was selected to face the end of the building which contains the Arkansas Governor’s Office.  It was from those windows that then-Governor Orval Faubus would have looked as he was making decisions to deny the Little Rock Nine entry into Little Rock Central. It is out those windows now that any governor since 2005 looks to see the statues.

Little Rock Look Back: Mayor Byron Morse

IMG_5431On February 23, 1917, future Little Rock Mayor Byron R. Morse was born.

A founder of the real estate firm of Rector-Phillips- Morse, he was long active in civic affairs of Little Rock.

Mayor Morse was first elected to the City Board of Directors in November 1960. In 1963, he was chosen as Little Rock Mayor. After serving two years as Mayor, he chose to not seek re-election to the City Board.

In 1980, he was appointed to the City Board to fill out an unexpired term. He was later asked to fill another unexpired term but declined.

In 1983, he was elected national president of the Society of Industrial and Office Realtors. Mayor Morse also served as president of the Little Rock Chamber of Commerce, the Little Rock United Way, the Little Rock Red Cross, and was a member of the Board of Directors of the Little Rock Boy’s Club. He was a member of the Fifty for the Future.

On July 25, 2001, Mayor Morse died.

 

THE WITTENBERG HERITAGE focus of Architecture & Design Network discussion this evening at 6pm at Arkansas Arts Center

wittenberg-heritageIn 1919, young architects George Wittenberg and Lawson Delony co-founded the firm that would become, under the visionary leadership of George’s son Gordon, one of the largest, longest-lasting and most influential architectural firms in the state. During his thirty-year tenure (1952-1982) as head of Wittenberg Delony & Davidson Architects, the company had a significant role in the design of many city landmarks, winning more than thirty awards for its work. The Arkansas Chapter of the American Institute of Architects awarded its most prestigious prize, the Gold Medal, to Gordon Wittenberg in recognition of his many contributions to the profession. In view of his outstanding contributions to the field, he was elected a Fellow of the American Institute of Architects, an honor accorded a select few.

This evening (February 23) the Architecture and Design Network will feature Gordon Wittenberg in a program entitled THE WITTENBERG HERITAGE.  It begins at 6pm at the Arkansas Arts Center with a reception at 5:30pm preceding it.

Wittenberg will be joined by his colleagues in reflection on the firm’s nearly one hundred year history, a heritage that shaped spaces and places throughout the state and beyond. THE WITTENBERG HERITAGE a group presentation, chaired by Gordon Ducksworth, AIA, Senior Associate/Project Architect, Wittenberg, Delony & Davidson Inc. Architects, Little Rock, AR. Like other Architecture and Design Network (ADN) lectures, THE WITTENBERG HERITAGE is free and open to the public. The Architecture and Design Network (ADN), a non-profit organization, is supported in part by the Arkansas Arts Center, the Central Arkansas Section of the Arkansas Chapter of the American Institute of Architects, the University of Arkansas Fay Jones School of Architecture and friends in the community.

The Arkansas state capitol has been the site of a number of civil rights events over the years. In 1964, Ozell Sutton, a local African American leader, was denied service at the capitol’s basement cafeteria because of his race. The cafeteria then reincorporated as a private members-only club to avoid integration. A number of conflicts occurred when local black students from Philander Smith College and an interracial group of Arkansas Student Nonviolent Coordinating Committee members tried, on several occasions, to desegregate the cafeteria. In 1965, the courts finally ordered the cafeteria to open its doors to blacks and whites on an equal basis.

In 1968, after the assassination of Martin Luther King, Jr., Arkansas governor Winthrop Rockefeller held a memorial service on the capitol steps for the slain civil rights leader—the only southern governor to make such a gesture of reconciliation. His actions are credited with limiting the impact of the violence that rocked other cities in the wake of the King assassination. In 2005, John and Cathy Deering’s “Testament” bronze sculpture of the Little Rock Nine was dedicated on the north side of the building. It was the first civil rights monument erected on the grounds of a southern state capitol.

Little Rock Look Back: Bates v. Little Rock US Supreme Court decision

bates daisyOn February 23, 1960, the U. S. Supreme Court handed down a decision in the case of Daisy BATES et al., Petitioners, v. CITY OF LITTLE ROCK et al.  This case had been argued before the Court in November 1959.

Daisy Bates of Little Rock and Birdie Williams of North Little Rock were the petitioners.  Each had been convicted of violating an identical ordinance of an Arkansas municipality by refusing a demand to furnish city officials with a list of the names of the members of a local branch of the National Association for the Advancement of Colored People. The question for decision was whether these convictions can stand under the Due Process Clause of the Fourteenth Amendment to the United States Constitution.

The Little Rock ordinance (10,638) was passed on October 14, 1957. It charged that certain non-profits were actually functioning as businesses and using non-profit status to skirt the law. Therefore it required the non-profits to disclose their members and sources of dues.  North Little Rock passed an identical ordinance.

(Mayor Woodrow Mann was not present at the meeting of the LR Council when the ordinance was passed. But he signed all of the resolutions and ordinances approved that night.  Ordinance 10,638 was the only legislation that night which had also been signed by Acting Mayor Franklin Loy.  Mayor Mann crossed through Loy’s name and signed his own.)

Mrs. Bates and Mrs. Williams as keepers of the records for their respective chapters of the NAACP refused to comply with the law.  While they provided most of the information requested, they contended they did not have to provide the membership rosters and dues paid.

After refusing upon further demand to submit the names of the members of her organization, each was tried, convicted, and fined for a violation of the ordinance of her respective municipality. At the Bates trial evidence was offered to show that many former members of the local organization had declined to renew their membership because of the existence of the ordinance in question. Similar evidence was received in the Williams trial, as well as evidence that those who had been publicly identified in the community as members of the National Association for the Advancement of Colored People had been subjected to harassment and threats of bodily harm.

Each woman was convicted in the court of Pulaski Circuit Court, First Division, William J. Kirby, Judge. They were fined $25 a person.  On appeal the cases were consolidated in the Supreme Court of Arkansas in 1958. The convictions were upheld by five justices with George Rose Smith and J. Seaborn Holt dissenting.

Mrs. Bates and Mrs. Williams then appealed to the U. S. Supreme Court.  The pair’s legal team included Robert L. Carter and George Howard, Jr. (who would later become a federal judge).  Little Rock City Attorney Joseph Kemp argued the case for the City.  The arguments before the U. S. Supreme Court were herd on November 18, 1959.

The SCOTUS decision was written by Associate Justice Potter Stewart.  He was joined by Chief Justice Earl Warren and Associate Justices Felix Frankfurter, Tom C. Clark, John M. Harlan II, William J. Brennan and Charles E. Whittaker.  Justices Hugo Black and William O. Douglas wrote a concurring opinion.

The U. S. Supreme Court reversed the lower courts.

In sum, there is a complete failure in this record to show (1) that the organizations were engaged in any occupation for which a license would be required, even if the occupation were conducted for a profit; (2) that the cities have ever asserted a claim against the organizations for payment of an occupation license tax; (3) that the organizations have ever asserted exemption from a tax imposed by the municipalities, either because of their alleged nonprofit character or for any other reason.

We conclude that the municipalities have failed to demonstrate a controlling justification for the deterrence of free association which compulsory disclosure of the membership lists would cause. The petitioners cannot be punished for refusing to produce information which the municipalities could not constitutionally require. The judgments cannot stand.

In their concurring opinion, Justices Black and Douglas wrote that they felt the facts not only violated freedom of speech and assembly from the First Amendment, but also aspects of the Fourteenth Amendment. They wrote that the freedom of assembly (including freedom of association) was a principle to be applied “to all people under our Constitution irrespective of their race, color, politics, or religion. That is, for us, the essence of the present opinion of the Court.”

Neither the Gazette or Democrat carried any reaction from City leaders. There was a City Board meeting the evening of the decision. If it was mentioned, the minutes from the meeting do not reflect it. 

Arkansas Attorney General Bruce Bennett, on the other hand, was very vocal in his outrage. The city laws were known as Bennett Laws because they had been drafted by him as ways to intimidate African Americans and others he viewed as agitators. 

In 1960 he was challenging Governor Orval Faubus for the Democratic gubernatorial nomination.  In reaction to the to the Supreme Court he vowed that, if elected Governor, he would “de-integrate” (a term he proudly took credit for coining) the state.  

For his part, and not to be outdone by the AG, Faubus fretted that the Court’s decision meant that Communists would be able to give money to the NAACP.
